The PSD is in downtown Sacramento in the East End Complex within a mile of the Golden 1 Center, SAFE Credit Union Performing Arts Center, and the State Capitol.  Additionally, there are a half dozen coffee shops and multiple Michelin recognized restaurants within a 10-minute walk (less if you utilize CDPH’s Bikeshare Program).

Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by independently performing the most complex, high-level technical and analytical work and serving as the department’s lead specialist for the enterprise-wide implementation of Authorium.

The Analyst III serves as the department’s primary technical expert and lead specialist for the implementation of Authorium, CDPH’s new enterprise contracts and purchasing platform. The incumbent independently leads a high-visibility, multi-phase system-modernization effort that requires extensive collaboration across the Program Support Division (PSD), Operational Support Services (OSS), Contracts and Purchasing (C&P), the Information Technology Services Division (ITSD), Administration (Admin), Operations (Ops), the Director’s Office (DO), and the Authorium implementation team. The incumbent functions as a liaison, ensuring departmental procurement needs and complex business processes are accurately translated into system requirements, technical configurations, workflows, and implementation activities. Through proficient interpretation of policies, business rules, and procurement standards, the Analyst III provides advanced guidance that ensures Authorium is implemented consistently, effectively, and in alignment with statewide directives.

This position independently manages comprehensive project planning, communication, reporting, and cross-functional coordination to ensure each phase of the Authorium rollout is delivered on schedule, with high quality, and in alignment with departmental modernization goals. The incumbent develops, maintains, and interprets advanced dashboards, metrics, and performance reporting that monitor organizational readiness, system adoption, training progress, and utilization trends.

This position leads and supports development and delivery of specialized training and guidance materials, ensuring CDPH staff statewide understand new processes, system functionality, and procedural expectations. Through high level analysis, process design, and sustained engagement with program partners and the Authorium implementation team, the Analyst III ensures the platform is successfully deployed, operationalized, and sustainably integrated across the department.

The incumbent works under the general direction of the OSS Assistant Division Chief and receives guidance from the C&P Assistant Division Chief and the PSD Assistant Deputy Director

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
