The Center for Health Care Quality (CHCQ) at the California Department of Public Health (CPDH) focuses on ensuring and enhancing healthcare standard. Our programs encompass regulatory oversight, quality assessment, and collaboration with healthcare providers to safeguard public health. We strive to optimize patient care by implementing policies, conducting inspections, and fostering continuous improvement in healthcare delivery across the state. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
Key Responsibilities
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing the first level of supervision to Nurse Surveyors responsible for surveying health care facilities and enforcing licensing and certification standards in accordance with State, Federal, and local laws and regulations. The Nurse Surveyor Supervisor I (NSS I) reviews all reports, surveys and correspondence prepared by field staff, and State Fire Marshalls. The NSS I communicates with the public and health facility operators/administrators on policy, procedures, and regulatory interpretations. The (NSS I) is responsible for working together with Program personnel to ensure quality work and performance, in order to achieve established goals and objectives and fulfill the mission of the Department. Up to 25% travel is required.
Qualifications
Demonstrated experience supervising staff in both field and office settings, including establishing work priorities, setting goals, and monitoring workload.
Ability to delegate assignments effectively and monitor program activities on an ongoing basis.
Experience recruiting, interviewing, hiring, and onboarding staff, including identifying training needs for new and existing personnel.
Skill in coaching, mentoring, and promoting continuing staff development through specialized training opportunities.
Experience training new evaluators or staff on policies, regulations, departmental standards, and unit protocols.
Ability to evaluate staff performance using structured assessment tools and provide constructive, actionable feedback.
Strong administrative abilities, including reviewing and approving timesheets, leave requests, and preparing documentation related to attendance or corrective action.
Experience providing direction on investigatory processes, decision‑making, and report writing before, during, and after State and Federal surveys.
Demonstrated ability to review, evaluate, and ensure accuracy of survey work products, citations, complaints, and field reports.
Strong knowledge of Federal and State laws, regulations, and departmental policies governiNg licensing, certification, inspection, enforcement, and facility oversight.
Ability to advise management on emerging policy issues and contribute to program responses that support statewide initiatives.
Experience coordinating enforcement actions, including citations, adverse actions, and collaboration with the Office of Legal Services and the Office of the Attorney General.
Advanced written communication skills, including reviewing, editing, and correcting survey documents (e.g., 2567’s)
Strong interpersonal skills to collaborate with district office staff, surveyors, and health facilities, providing clear guidance and resolving outstanding questions.
Attention to detail and the ability to ensure regulatory accuracy and consistency in all survey, investigative, and enforcement activities.
Project‑management experience to oversee investigative workflows, survey follow‑up, enforcement timelines, and regulatory compliance activities.
