About this Role
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by planning, managing, directing, and coordinating the Facilities Management Services (FMS) operations for the Richmond Campus.
The incumbent directs campus operations, oversees facility support services, and serves as the designated operational backup to the Manager II by assisting with campus operations, capital improvement planning, construction and renovation projects, facilities maintenance, health and safety initiatives, emergency preparedness, regulatory compliance, space management to ensure continuity of the Richmond Campus operations.
The incumbent works under the general direction of the Manager II of FMS.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The CDPH’s Richmond Campus is a 29-acre property housing over 1,200 employees, located in Richmond’s Marina Bay and just minutes from the El Cerrito Del Norte and Richmond BART stations, with free shuttle service between the campus and the El Cerrito Del Norte BART station. The campus includes offices, laboratories, and a warehouse. Free employee parking is available along with complimentary electric vehicle charging, a public transit subsidy of up to $300 per month, and access to an on-site gym.

Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience managing or overseeing facility and campus operations, support services, and operational continuity.
Knowledge of space planning and facility maintenance
Experience supervising staff, setting priorities, delegating assignments, and evaluating operational performance.
Experience with contracts, procurement, service orders, vendor management, and budget planning.
Knowledge of workplace health and safety, emergency preparedness, and regulatory compliance.
Ability to coordinate complex projects with internal programs, contractors, engineers, and other stakeholders.
Strong written and verbal communication skills with staff, management, and executive leadership.
Ability to analyze operational needs, resolve problems, and develop effective recommendations.
Ability to work independently, manage competing priorities, and meet deadlines.
