Budget/Expenditure Analyst

Overview

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing budget and expenditure services to the Vital Records and Statistics Division (VRSD).

The Analyst II independently develops and maintains program budget and expenditure tools, trackers, and processes for VRSD, provides technical assistance and specialized knowledge on fiscal issues, performs complex program budget/expenditure assignments, and is responsible for budget/ expenditure projects, drills, and other requests. The incumbent is required to work closely with other operations and administrative staff, information technology staff, and program staff to coordinate and monitor the complex procedures used to develop and maintain fiscal compliance for the Division.

The incumbent works under the direction of the Supervisor I, Supervisor of the Budget and Expenditure Unit (BEU).

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Vital Records and Statistics Division (VRSD) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. VRSD houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, VRSD is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.

Key Responsibilities
Independently perform comprehensive Division‑wide budget, expenditure, and reconciliation functions, ensuring compliance with SAM requirements, departmental policies, and FI$Cal accounting standards.
Use advanced Excel skills to develop, maintain, and update financial tracking tools, including spreadsheets for expenditures, encumbrances, revenue posting, projections, and budget monitoring.
Reconcile monthly and year‑end FI$Cal expenditure and encumbrance data; identify and resolve variances, over‑expenditures, and coding discrepancies by coordinating with Accounting, Contracts/Procurement, Revenue, and program managers.
Prepare complex expenditure summaries, budget monitoring reports, allocation tracking tools, and quarterly Budget Dashboard updates for Branch leadership.
Maintain and enhance internal fiscal tools for tracking spending, projections, balances, obligations, and contract‑related financial activity.
Review purchase orders and related fiscal activity with program staff to ensure accuracy and proper fiscal management.
Collaborate with fiscal partners to update FI$Cal coding, correct expenditure errors, reconcile service locations, and validate PO posting accuracy.
Participate in Business Process Reviews and support improvements to fiscal workflows and data integrity systems.
Identify system or coding issues and coordinate with Accounting and Budget teams to resolve discrepancies, including generating FI$Cal correction requests.
Support development, maintenance, and accuracy of Operations Branch fiscal tools, dashboards, reconciliation logs, and internal controls.
Represent BEU in internal/external meetings, providing fiscal updates, expenditure analyses, and progress reports.
Maintain clear, ongoing communication with program staff, Accounting, Budget, Procurement, Revenue, and external partners.
Monitor and track deposit information; ensure deposits align with FI$Cal reports and internal reconciliation tools.
Analyze complex deposit data to confirm correct fund postings and ensure revenue is accurately reflected in fiscal projections and dashboards.
Coordinate with Revenue, Accounting, and Budget staff to resolve discrepancies and support cross‑program fiscal accuracy.
Work with project managers and programmers to maintain and update CRTS fiscal components; participate as a subject matter expert in workflow and business process improvements.
Serve as backup analyst for EZ Tracker, ensuring data integrity related to vital record fee collection; analyze fee data for allocation, workload projections, and identification of counties with missing or incorrect fee remittance.
