Overview: Join our dedicated team at the Knox County Health Department as a Human Resource Program Director. This role is pivotal in ensuring the smooth operation and compliance of our Human Resource and Corporate Compliance programs. As with any public sector employment, job descriptions, performance standards, and duties assigned are subject to change dependent on funding allocation and community expectations.

Key Responsibilities:

1. Exercises responsibility for Human Resource Program; preparing and maintaining files, records, and reports of an operational, professional, and occasionally, a research nature; ensuring all legal recordkeeping requirements are observed.

2. Administers, coordinates, and leads the Human Resource Program; maintains legal compliance by ensuring organizational conformation with applicable personnel related Federal, State of Illinois, and grant related regulations; keeping Human Resource and Administrative policies and procedures consistently current.

3. Administers, coordinates, and leads the Corporate Compliance Program ensuring Department conformation with related Federal, State of Illinois, and grant related compliance regulations, keeping Corporate Compliance policies and procedures consistently current.

4. Manages and maintains payroll process and records in cooperation with Knox County Payroll Coordinator ensuring employee payroll is completed according to requirements and timelines established in approved policies and procedures.

5. Supervise all administrative staff assigned to this position, ensuring appropriate day-to-day staffing and operations in accordance with Department policies and applicable laws.

6. Oversees daily Human Resources hiring responsibilities, including, staff recruitment and retention activities, updating the Health Department Human Resources webpage, coordinating the posting of open positions appropriately considering the type of position, screening and forwarding applications to appropriate staff, interviewing, testing, hiring, and onboarding new employees while consistently maintaining communication with leadership.

7. Assists and advises Executive Management Team regarding Human Resource related matters and policy, aiding in the resolution of employee relations concerns when applicable.

8. Manages advocacy for both the Health Department and employees by acting as an unbiased, strategic partner for Administration, employee sponsor, advocate, and change mentor.

9. Acts as liaison between Health Department and Knox County Payroll Coordinator appropriately, as related to onboarding new employees, payroll, benefits, personnel concerns, offboarding employees, and other Human Resource concerns.

10. Ensure compliance with all Federal Tort Claims Act (FTCA) policies and requirements; including but not limited to, the credentialing and privileging of all applicable employees and providers according to requirements and timelines established in approved policies and procedures.

11. Ensures the coordination and implementation of probationary and annual performance evaluations for all employees according to timelines and processes contained in approved policies and procedures; provides training to leadership completing reviews to encourage consistency and completeness of performance evaluation process.

12. Actively manages employee retention, overseeing employee separation functions when appropriate; including resignations and applicable documentation, coordinating, and conducting exit interviews to gather data, collecting all Department property issued to employees, and ensuring employees are appropriately advised of all necessary steps of terminating County employment.

13. Prepare statistical, operational, or data analysis related reports for Board meetings and attend monthly Board of Health and/or Governance Board meetings as requested or directed by Public Health Administrator.

14. Participate in internal meetings and committees maintaining and sharing current knowledge related to internal personnel concerns, Human Resources, and corporate compliance.

15. Serves as the Corporate Compliance Officer for the Department; leading and convening the Compliance Committee when appropriate to ensure conformance with requirements.

16. Work cooperatively with the Director of Risk and Quality Management to ensure the education and safety of the Department workforce and workforce adherence to all safety, compliance, and Human Resource related legal and grant requirements, including the provision and documentation of any continuing employee education requirements.

17. Performs other duties as assigned.

Minimum Qualifications:

Master’s degree from an accredited university/college in human resources or a related field with four years of experience in human resources; or
Bachelor’s degree in human resources or a related field with a minimum of six years of experience in human resources and two years of management experience.
SHRM-CP or PHR preferred but not required.
