The Office of Health Equity provides a key leadership role to reduce health and mental health disparities experienced by vulnerable communities in California.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by promoting health equity. The Health Program Manager II (HPM II), Children and Youth Behavioral Health Section (CYBHS) Manager promotes equitable social, economic, and environmental conditions to achieve optimal health, mental and behavioral health, and well-being for all.

The candidate works under the direction of the Health Program Manager III, Behavioral Health Equity Branch Manager, in the Office of Health Equity.  The HPM II is responsible for carrying out the vision, mission and management of health and mental health initiatives and priority areas of the Child and Youth Behavioral Health Initiative. The HPM II plans, organizes, and leads the work of a multidisciplinary team, which engages internal and external stakeholders to promote health and mental health equity through contract oversight and management focused on prevention and early intervention and statewide transformational projects to achieve health equity for diverse populations including children and youth.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience working with vulnerable populations such as children and youth in a culturally and linguistically responsive approach
Knowledge of adverse childhood experiences, youth empowerment, suicide prevention, substance abuse, mental health, and cultural and linguistic competence
Knowledge of health equity and social determinants of health
Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff and analyze administrative policies, organization, procedures, and practices
Experience in establishing working relationships with stakeholders and representatives of all levels of government
Ability to analyze complex program implementation problems and develop effective courses of action to solve them
Ability to communicate effectively, orally and in writing, with executive leadership, other state and federal agencies, and CDPH partners
Experience implementing policies, strategies, and methods for programs
Ability to develop and implement a strategic vision for improving systems and processes
Ability to assess, analyze, and carry out innovative and transformational programs
