Overview

This Syndromic Surveillance (SyS) Epidemiology, Analytics & Reporting Unit Chief position within the Center for Infectious Diseases (CID), Office of Infectious Disease Preparedness and Response (OIDPR), supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the implementation, utilization, maintenance, and operation of the California statewide syndromic surveillance program. The statewide SyS program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease control and prevention strategies as well as increased situational awareness for public health response.

Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

The Syndromic Surveillance (SyS) Epidemiology, Analytics & Reporting (Epi) Unit Chief position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the implementation, utilization, maintenance, and operation of the California statewide syndromic surveillance program (CalSyS). This program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease control and prevention strategies as well as increased situational awareness for public health response.

Under the general direction of the SyS Section Chief, the Research Scientist Supervisor I (RSS I) is responsible for the direction, oversight, and operation of the Epi unit, including supervision, recruitment, training, and mentorship for the unit’s team of Research Scientist I, II and III and other lower-level staff. The RSS I ensures the quality of the team’s work and their provision of subject matter expertise in federal, state, and local initiatives that improve that availability, accessibility, and usability of California’s public health SyS data. The RSS I directs, develops, plans, and organizes the more complex scientific, multidisciplinary work of the Epi Unit, focusing on epidemiology, analytics, data management, program evaluation, quality assurance, training development, informatics, data visualization, reporting, and the provision of customer service, technical assistance, and support for local health departments (LHDs) and CDPH programs related to these areas, for CalSyS.

The RSS I provides expert SyS consultation to the Section Chief, the Infectious Disease Monitoring and Early Detection (ID MED) Branch Chief, and other Center for Infectious Disease (CID) and CDPH leadership, and provide input on overall program vision and direction. The RSS I makes independent decisions and adapts methods, techniques, and procedures related to SyS, and may represent the Department in promoting, explaining, and coordinating CalSyS activities.

In the case of a public health emergency, this position may be asked to redirect to serve rotations in emergency staffing roles aligned with their classification level.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Advanced expertise in public health surveillance, preferably with experience in syndromic surveillance and program implementation.
Ability to provide strategic direction, scientific leadership, and management of staff on complex projects and issues related to epidemiology, data analytics, and reporting.
Ability to serve as a program spokesperson and align diverse partners on strategic plans.
Ability to collaborate effectively with management and staff across departments and provide guidance on complex issues of functionality, efficiency, and program operations.
Experience with direct supervisory responsibilities including recruitment, onboarding, oversight, evaluation, and corrective action.
Commitment to promoting positive culture and employee engagement, providing professional mentorship, and emphasizing employee development and continuous improvement.
Strongly Preferred: Experience collaborating with state and local government entities, preferably in public health.
