Overview
The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.
THE CANDIDATE WILL BE HEADQUARTERED IN THE COUNTY NEAREST THEIR RESIDENCE, INCLUDING BUT NOT LIMITED TO THE FOLLOWING COUNTIES: Butte, Contra Costa, Fresno, Kern, Los Angeles, Orange, Sacramento, San Bernardino, San Diego, San Francisco, Santa Clara, Sonoma, Ventura Counties.
Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

The Research Scientist Supervisor II (Epidemiology/Biostatistics) serves as the Research and Analysis Section Chief and provides strategic leadership, oversight, supervision and mentoring for technical staff conducting analyses related to the State Health Assessment and Improvement Plan process including the California Community Burden of Disease Engine, the State Health Assessment Core Module, Let’s Get Healthy California indicators, the State Health Equity Plan, and other OPP initiatives.

RESEARCH SCIENTIST SUPERVISOR II (EPIDEMIOLOGY/BIOSTATISTICS)
Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Supervisorial experience facilitating collaborative team efforts to support projects on public health and equity related issues.
Experience leading assessment and evaluation activities including data collection, analysis, visualization, and interpretation of both quantitative and qualitative data with a focus on applying statistical, epidemiological, and social/behavioral methods.
Experience coordinating complex, multi-stakeholder data initiatives with internal and external partners at the state and local level.
Experience leveraging individual, team and community data and research perspective to inform public health policy, data governance, and program improvement strategies.
Comprehensive knowledge of core public health principles. Extensive knowledge of epidemiologic principles, public health surveillance and data systems, social determinants and disparities analysis, and evaluation design.
Experience with data tools and platforms for data extraction, processing, visualization, data-sharing and project management (e.g., R, R Shiny, SAS, ESRI ArcGIS, Tableau, HTML/CSS, Python, JavaScript, MS Project, RBA, Azure DevOps, Github, Databricks, and Snowflake)
