Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
THERE IS ONE VACANCY BEING ADVERTISED ACROSS MULTIPLE COUNTIES. THE CANDIDATE WILL BE HEADQUARTERED IN THE COUNTY NEAREST THE RESIDENCE OF THE SELECTED CANDIDATE. THE COUNTIES ARE: Butte, Fresno, Kern, San Bernadino, San Diego, Orange, Ventura, Santa Clara, Contra Costa, San Mateo, Sacramento, or Santa Rosa County.
The Health Facilities Evaluator Nurse (HFEN) supports the California Department of Public Health’s (CDPH) mission and strategic plan. The HFEN-Specialty Trainer is responsible for protecting public safety in health care facilities by implementing statewide training plans which addresses the training needs of all program staff (surveyors, consultants, administrative and support staff). The HFEN- Specialty Trainer acts as an expert in the survey and certification process. Extensive and frequent travel and entering Health Care Facilities is required.

Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Successfully Passing the Speciality Minimum Qualifications Test (SMQT)
Recommend 2-years of survey experience as a Health Facilities Evaluator Nurse (HFEN)
1-2 other survey specialties in addition to Skilled Nursing Facility is preferred.
