Overview

The Office of Binational Border Health supports CDPH’s mission and strategic plan by facilitating communication, coordination, and collaboration among health officials, professionals, and communities within California and the California-Mexico border region to optimize binational and border health.

The Research Scientist Supervisor I (RSS I) will serve as the Chief for the Office of Binational Border Health (OBBH), establishing policy and office direction on public health program efforts.  The RSS I will provide administrative and programmatic guidance to OBBH staff focusing on but not limited to, epidemiology, analytics, data management, program evaluation, quality assurance, training development, informatics, data visualization, reporting, and the provision of customer service, technical assistance, and support for local health departments (LHDs) and CDPH programs related to these areas.

The Research Scientist Supervisor I/Chief for the Office of Binational Border Health will oversee and direct activities to identify, monitor, control, and prevent adverse health events in border communities. The Chief plays a significant role in the development of priorities, policies, and practices throughout the Department to address public health issues that affect the California-Mexico border populations. The incumbent is responsible for representing the Department while working with the local, state, and federal government entities such as the U.S.-Mexico Border Health Commission (USMBHC) and provide technical expertise. The incumbent is also responsible for representing the Department in highly sensitive interactions with Mexican government officials, community organizations, and professional associations, and for ensuring that lines of ongoing communication related to infectious diseases and other public health concerns of mutual interest are established and maintained between border communities and Department leadership. The incumbent will ensure the delivery of epidemiologically appropriate education and training to state and local health officials, epidemiologists, communicable disease investigators, and community health care providers on surveillance, preparedness, and response to infectious disease outbreaks, and other communicable disease threats and emergencies in the U.S. and Mexico.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience working with local, state and federal partners on complex and highly sensitive interactions with government officials on public health issues.
Advanced expertise in public health surveillance, preferably with experience in syndromic surveillance and program implementation.
Ability to provide strategic direction, scientific leadership, and management of staff on complex projects and issues related to epidemiology, data analytics, and reporting.
Ability to serve as a program spokesperson and align diverse partners on strategic plans.
Ability to collaborate effectively with management and staff across departments and provide guidance on complex issues of functionality, efficiency, and program operations.
Experience with direct supervisory responsibilities including recruitment, onboarding, oversight, evaluation, and corrective action.
Commitment to promoting positive culture and employee engagement, providing professional mentorship, and emphasizing employee development and continuous improvement.
Strongly Preferred: Ability to speak, read, and write proficiently in Spanish.
