Responsibilities

The Director, Emergency Preparedness Informatics will provide the overall vision, leadership, and strategic planning in the direction, development, and implementation of technology to support public health emergencies in New York State.

The incumbent will work with key stakeholders to advance the needs of the public health emergencies informatics from all local health departments and healthcare facilities and providers to prepare for and respond to health emergencies, including regular coordination with Office of Health Emergency Preparedness, and with other DOH programs.

The incumbent will oversee and provide direction to staff that support access to Health Commerce System (HCS) for approximately 400,000 users.

Other appropriate related duties as assigned.

Minimum Qualifications

A Bachelor’s degree in Computer Science Technology, Information Technology, or another related field and seven years of experience in the direction and management of an IT or informatics program; OR an Associate’s degree in a related field and nine years of such experience; OR eleven years of such experience.  At least five years of experience must have included supervision of staff. A Master’s degree in a related field may substitute for one year of experience in the direction and management of an IT or informatics program.

Preferred Qualifications

At least seven years of experience in technology and informatics support for public health emergency preparedness, with at least five years in a senior technical leadership role.  Relevant experience supporting public health data systems as well as technology operations and support, evaluating and troubleshooting complex problems, documenting technical concepts, diagrams, and instructions for a wide variety of stakeholders.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 10% of the time, may be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.

This position may require occasional work on weekends, after-hours, and holidays.
