Under the direction of OPDE’s Standards, Policy, & Performance Section (SPPS) Chief, the Health Program Specialist II’s duties support programs and services which benefit the personal and professional growth and well-being of CDPH employees, as well as promoting organizational excellence. Collaborate with internal and external partners to promote and support Public Health Accreditation and organizational performance management
Protect and promote the health of all communities in California by helping to develop and review policies and procedures that support the 10 Essential Public Health Services
Advance the use of ethical principles within public health work by supporting the work of the CDPH Public Health Ethics Committee
Coordinate programs and projects that align with CDPH’s mission, vision, and strategic goals

This position supports California Department of Public Health (CDPH)’s mission and strategic plan to advance the health and well-being of California’s diverse people and communities by maintaining a proactive culture of continuous quality improvement, engaging staff at all levels, and leveraging data and technology to enhance services.

The candidate works under the general direction of Staff Services Manager II, Chief of the Standards, Policy, & Performance Section (SPPS). The Health Program Specialist (HPS) II serves as the lead Program Consultant and expert in Public Health Accreditation and organizational performance management in the Office of Professional Development & Engagement, SPPS, Accreditation and Performance Management Unit. The HPS II is responsible for developing, implementing, providing oversight, consultation, training, and monitoring performance measurement and other cross-departmental initiatives. The HPS II is dedicated to activities that increase CDPH’s capacity to evaluate and improve the performance and effectiveness of programs across the department and serves as a highly skilled, technical program consultant with the ability to manage a variety of tasks. The HPS II is the lead expert representing CDPH’s interests in internal and external meetings regarding goals, outcomes, and evaluation.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience managing large, complex projects or programs
Possess a solid understanding of Public Health and the Accreditation process
Excellent written and verbal communication skills
Excellent organizational skills and ability to meet deadlines
Ability to manage multiple projects simultaneously
Ability to develop, maintain, and strengthen collaborations with internal and external stakeholders
Familiarity with organizational performance management principles
Proficient with Microsoft software including Word, Excel, Outlook, PowerPoint, and Teams
Experience presenting, training, coaching, or consulting in-person or online using virtual tools such as Microsoft Teams or Zoom
