Overview

The Massachusetts Department of Public Health (DPH) seeks an experienced professional to promote the delivery of high-quality HIV, viral hepatitis, sexually transmitted infection (STI), and latent tuberculosis infection services. An Infectious Disease Contract Coordinator accomplishes this by monitoring and supporting the implementation of activities funded by contracts between the Bureau of Infectious Disease and Laboratory Sciences (BIDLS) Office of HIV/AIDS (OHA) and hospitals, community health centers, and community-based organizations. These contracts fund HIV/HCV/STI/TB prevention, testing, linkage to care, and health navigation services; HIV medical case management, HIV/HCV correctional linkage to care, and other health-related services. These services are fundamental to the Commonwealth’s public health action related to HIV/AIDS, viral hepatitis, sexually transmitted infections, and latent tuberculosis infectious among residents of Massachusetts.

Infectious Disease Contract Coordinators work directly with BIDLS contracted service providers to promote best practices and develop innovative strategies to serve priority populations disproportionally experiencing the impact of HIV, viral hepatitis, STIs, and TB. They work directly with service providers to facilitate the implementation of requirements, standards, and guidelines associated with funding streams, procurement frameworks, and best practices in HIV, viral hepatitis, STI, and TB services delivered by hospitals, health centers, and non-medical, community-based organizations.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide and/or coordinate access to technical assistance for vendors to increase utilization of HIV Pre-Exposure Prophylaxis (PrEP), improve access to sterile injection and other harm reduction equipment for persons at risk of HIV and/or HCV acquisition or transmission due to drug use, and enhance use of clinical and surveillance data to facilitate linkage to medical care, support retention in care, and support completion of treatment.
  • Engage in routine utilization of program and surveillance data to assess vendor service quality, support optimal practice related to Bureau HIV/HCV/STI/TB goals, and monitor contract compliance.
  • Communicate routinely with vendors for contract monitoring and quality management purposes. Communication includes, but is not limited to, monthly telephone calls, annual programmatic site visits, annual fiscal site visits, and e-mails related to programmatic and fiscal issues.
  • Review annual work plans and reports submitted by vendors, assess content relative to Bureau goals, program standards, and contract requirements and provide written feedback, following required format and protocol.
  • Maintain detailed, clear, timely, written documentation of all communications with vendors, according to established OHA policies and protocols. Documentation includes, but is not limited to, summaries of monthly telephone calls, site visit reports, and work plan and annual report responses.
  • Work with vendors to establish and adapt, as necessary, contract budgets that support their capacity to implement program plans and advance Bureau goals. Monitor monthly expenditures and engage in processes necessary to facilitate budget amendments and line item adjustments using the Virtual Gateway Enterprise Invoice Management/Enterprise Service Management (EIM/ESM).
  • Promote service quality improvement by helping ensure that vendors access and utilize available capacity-building resources.
  • Collaborate with Bureau colleagues including, but not limited to, individuals who oversee and/or conduct partner services, work with program and surveillance data, engage in service provision for immigrants and refugees, and implement activities of the State Public Health Laboratory.
  • Actively participate in meetings with supervisor and colleagues.

  • Capability to gather information by examining records and documents and by questioning individuals.
  • Potential to exercise discretion in handling confidential Information.
  • Understanding of the principles, practices and techniques of supervision.
  • Means to deal tactfully with others.
  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.

Preferred Qualifications: 

  • The ability to clearly and consistently communicate with providers, colleagues, and health department staff.
  • Strong writing, speaking, and meeting/group facilitation skills.
  • The ability to work effectively and collaboratively with others, both internally with DPH colleagues and with contracted providers.
  • The ability to utilize time efficiently and balance multiple tasks.
  • Experience working in human services, social work, health care, and/or the public health fields.
  • Prior experience in direct service and/or program management.
  • Existing understanding of social determinants of health and harm reduction principles.

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):

The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).

Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.

The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease.  The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety.  The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor’s or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
