Program Overview
NEA is developing a Patient Navigator Program Pilot, scheduled to launch in October 2026, and is seeking applications from qualified independent contractors to support this program as the NEA Patient Navigator.
The selected contractor will play a dual role:
1. Program Development – supporting the design of program materials, workflows, and resources; and
2. Service Delivery – serving as the Patient Navigator who responds directly to patient and caregiver inquiries.
The anticipated contract period is April 2026 (or start of contract date) through December 31, 2026.
Program Goal
The goal of the NEA Patient Navigator Program is to empower individuals with eczema and their caregivers by providing timely, accurate information and resources throughout the care journey. The program is designed to help users overcome barriers to care, improve treatment access, and navigate eczema-related challenges through interaction with a live NEA Patient Navigator.
Scope of Services
The selected contractor will support the design, development, and implementation of NEA’s Patient Navigator Program Pilot. Desired outcomes include:
Program Design and Content Development
· Identify common user inquiries and develop a patient journey that outlines critical moments when navigator support is most needed
· Map existing NEA content to key moments and common inquiries along the patient journey
· Identify, prioritize, and document gaps where existing content does not adequately address user needs
· Develop new content to address prioritized gaps
· Create or refine Q&A topics, call flows, and email templates using newly developed and existing content
Patient Navigation Services
· Provide patient navigation services by responding to phone calls and emails
· Provide informational support to individuals and families seeking to better understand eczema diagnoses, including pediatric eczema
· Provide guidance on locating appropriate care and treatment options
· Connect patients and caregivers to relevant NEA resources, tools, and programs
· Deliver timely, coordinated, compassionate, and person-centered support throughout the care journey
Fee Transparency
The anticipated contract value for this consulting engagement is $80,000 for the full contract period (anticipated April – December 2026). Compensation may be structured as a monthly retainer, hourly consulting rate or milestone-based payment, as mutually agreed upon in the final contract agreement. The selected consultant will operate as an independent contractor and will manage their own schedule and work approach to deliver the agreed-upon scope of services. Final payment structure, scope and deliverables will be defined in the contractor agreement.

· Cover Letter describing relevant experience with patient navigation, advocacy, or nonprofit health services
· Availability, including earliest available start date
References
At least three references from organizations for which the contractor has conducted similar or related work.
Evaluation Criteria
Contractors will be evaluated based on the following weighted criteria:
· Relevant Experience: 75%
· Understanding of Patient Advocacy: 25%
A master’s degree in social work, public health community education, or related field is preferred.

All complete applications received by the deadline will be reviewed. A subset of applicants will be selected for virtual interviews. NEA reserves the right not to award a contract as a result of this call for applications.
