Overview

The Alliance for Health Policy is hiring an Insights Program Manager; Senior Manager title considered for advanced experience. The Insights Program Manager will play a key role in bringing the Alliance’s commitment to a “listen first” approach with our stakeholders to life. The Alliance’s 2025/2026 programming is based on a two-part program lifecycle: “Incubate” and “Educate.”  This role will be responsible for program management of the insights and qualitative research-heavy “Incubate” phase of programming. This includes conducting qualitative research with experts, policymakers, industry voices, and patient advocacy organizations to better understand key issues in health care policy, as well as overseeing/program managing working group processes, workshop design and facilitation (both virtual and in-person), and report writing. Additionally, this individual will contribute to fundraising processes that include the “incubate” phase, helping develop and scope the “incubate” related work in the Alliance program proposals, materials, and outreach.

A key part of this role is acting as the connection between our communities and the Alliance, creating analysis and insights reports that form the backbone for program development for the Alliance. This person will design the research, conduct interviews, host workshops, and produce analysis to identify insights that surface key issues in topics of health policy and tell the stories that provide actionable insights and impact our stakeholders every day.

An ideal candidate will have a passion for qualitative research design and implementation, 2+ years program or event management experience,  a knack for surfacing key insights from interview and group findings, a history of well-planned and facilitated in-depth interview and working group sessions, and a familiarity with health care and/or policy. They will take charge and be excited to strengthen the research capability of the organization by meeting and exceeding the key responsibilities outlined below:

Key Responsibilities

Program and Event Management

  • Oversee the “listen first” elements of the Alliance “Incubate” programming, including workshops, qualitative research, surveys, working group processes, and other programs as they emerge.
  • Cultivating and maintaining relationships with funders and managing grant milestones, as well as timely status reports.
  • Working with funders to translate ideas and objectives into deliverables and work plans.
  • Creating program-level goals and ensuring consensus on those objectives with internal and external stakeholders, as well as reporting on the completion of those milestones.
  • Managing the workflow of multiple events or other deliverables at a time, coordinating with other Alliance departments to ensure smooth and efficient event processes, and identifying and contributing to workflow improvements.
  • Working with internal and external content and policy experts to produce high-quality deliverables.
  • Ensuring event participants and moderators receive timely preparation for Alliance events, in coordination with the Alliance team.
  • Staff “Educate” Alliance events as needed.Research Design
  • Work with Alliance donors and sponsors and Alliance team members to understand and develop transparent and achievable research goals and deliverables that align with program goals, such as choosing types and formats for research, recommending analysis formats (e.g., interview report, landscape analysis, stakeholder map).
  • Oversee strategies for qualitative research including identifying the best available approaches for answering the research questions, working with program team to identify subjects, timing, formats, and content for insight development.
  • Develop needed tools for fielding research in collaboration with program team, such as survey instruments, interview guides, workshop design.
  • Navigate unknowns, and incorporate flexible, practical approaches into research design.Conducting Research
  • Conduct opinion research and analysis with Alliance stakeholder audiences on a wide range of health policy topics, such as access to care, health care AI, health care disparities, health care delivery models, and key issues in health care policy and health care financing.
  • Incorporate best practices in opinion research, including methods, disclosure, ethics, and other norms into Alliance listening and insight generating efforts.
  • Contribute to and grow into facilitation of workshops and working groups.
  • Lead program evaluation for the Alliance’s Bipartisan Learning Communities program (Congressional fellowship).

Analysis

  • Synthesize complex information into clear and actionable insights, identifying trends, patterns, and implications for policymakers and the public.
  • Write timely analyses drawn from multiple formats: in depth interviews projects, day long workshop summaries, multi-meeting working group sessions, that highlight the shared wisdom of the Alliance expert community members for both program participants and policymaker community audiences.

Insight Generation

  • Create and incorporate a listening and analysis process into Alliance event strategy and execute by delivering readouts of findings from roundtables and workshops that deliver thoughtful feedback and salient, cross-participant insights.
  • Utilize qualitative and quantitative research methods, including surveys, interviews, focus groups, and data analysis, to generate insights into Alliance community perspectives on key topics in health policy and their educational needs.
  • Collaborate with internal teams and external partners to develop innovative approaches for generating insights and addressing knowledge gaps.

Process Improvement

  • Own Alliance research workplans and ways of working.
  • Incorporate best practices in research strategy, ethics, planning, and design into Alliance programming.
  • Document best practices for knowledge management.

Relationship Management

  • Work with program team as an ambassador for the organization in engaging with, scheduling, and conducting interviews with well-established Alliance community of experts.
  • Institute knowledge management of research process and reports.
  • Cultivate trust relationships with key stakeholders like donors and funders, Congressional staff, and others via engaging them in ongoing research efforts and presenting and sharing research findings in a way that aligns with best practices in opinion research.
  • Incorporate ongoing opportunities for insight development into Alliance community management strategies, such as reviewing data and discussions, identifying areas to probe across communities to facilitate alignment and identify trends.
  • Identify and support community expert management for relevant issue areas in keeping with attendee balance criteria.

Collaboration and Team Leadership

  • Collaborate with cross-functional teams within the organization, including development, operations, and program team to integrate health care community insights into organizational initiatives and educational efforts.
  • Act as the primary project manager on your projects, communicating timelines, activity, status with internal teams via Monday.com. and other stakeholders via appropriate channels.
  • In coordination with program team, ensure research achieves program objectives and budget parameters.

Fundraising/Development 

  • Identify, create, and execute on-mission projects that can be proposed to funders and advance both mission and finance.
  • Contribute to Alliance development efforts, including writing funder proposals and identifying additional opportunities for partnership.
  • Respond to data requests in service of funder proposals.
  • Other duties as assigned

Qualifications:

  • We generally expect 5+ years of relevant experience in market research or consumer insights for the Senior Manager level. Candidates with fewer years of relevant experience will be considered at a Manager-level if they otherwise meet the core competencies.
  • Experience with Health care and health care policy preferred.
  • Experience with external client/project management
  • Strong writing and communication skills
  • Prior experience in generating quantitative and qualitative research findings through AAPOR standard methodologies
  • Independent, self-starter that can stay cool under pressure and contribute to a positive office culture.
  • Proficient in Google Workspace
  • Degree in Market Research or a social science preferred.
  • Experience with community management.
  • Experience with desk research/synthesis of third-party data and other resources.

Compensation and Benefits:

Salary range: $75,000-$90,000 at the Manager level and $90,000-$110,000 at the Senior Manager level. Please include your salary requirements with your application. Our outstanding benefits package includes:

Location and Working Arrangements

This full-time position in downtown Washington, DC, offers hybrid and in-person work arrangements, with a minimum of two days of in-office work expected per week.
