Overview
CDPH is currently hiring for a Program Consultant (Health Program Specialist I) within our Center for Family Health’s Maternal, Child, and Adolescent Health (MCAH) Division! In this role, you will function as a highly skilled, technical, program consultant responsible for planning, coordinating, and administering the MCAH Division’s California Home Visiting Program (CHVP). You will perform duties in the full journey level capacity relating to program quality assurance, technical assistance, Scope of Work development and monitoring, needs assessment, and meeting planning components. You will also serve as a liaison for partner communication and interagency efforts to coordinate the program activities across departments.
Key Responsibilities:
- Works as a program consultant, providing effective consultation/technical assistance to local home visiting programs, monitoring and managing the scope of work deliverables, including the formation of local community advisory boards, local policies and procedures, outreach, systems integration processes, and other administrative activities supporting and facilitating the mission of the CHVP (e.g., reviewing travel and purchase requests)
- Works closely with other members of the CHVP Program Quality and Equity (PQ&E) Section to provide seamless support to the Local Health Jurisdictions (LHJ) and other local and state partners, model developers, and helps ensure evidence-based home visiting model fidelity
- Collaborates with management and administrative staff in LHJs across the state, partnering to implement best practices, identify areas requiring improvement or correction, and effect viable solutions
- Participates in committees and workgroups responsible for coordinating early childhood system activities
- Participates in continuous quality improvement activities, benchmark reporting, and grant projects such as development of the grant application and progress reports
- Reviews and approves LHJs’ budgets and quarterly invoices to ensure proper expenditure of funds
- Assists in the development of Applications/Proposals and other funding applications necessary to support MCAH/CHVP activities including Budget Change Proposals, interagency agreements, bill analyses, and other drills as needed
- Conducts site visits and develops site-visit reports to ensure LHJ compliance with scope of work
- Supports special projects; prepares presentations for professional meetings and conferences; and facilitates conference calls with local agencies and external partners
