The Center for Preparedness and Response (CPR) within the California Department of Public Health (CDPH) is a critical center dedicated to safeguarding the health and well-being of Californians during public health emergencies. CPR coordinates statewide preparedness, response, recovery, and mitigation efforts for events such as natural disasters, disease outbreaks, bioterrorism, and other emergencies impacting public health.

Through robust planning, collaboration with local health departments, and partnerships with federal, state, and community organizations, CPR ensures readiness to manage and mitigate health threats effectively. Its responsibilities include developing emergency response plans, training health professionals, conducting exercises to test response capabilities, and providing resources and guidance to strengthen California’s public health infrastructure. By fostering resilience and preparedness, CPR plays a vital role in protecting the state’s diverse populations from evolving health challenges.

Key Responsibilities
The Training and Exercise Analyst II supports the California Department of Public Health by coordinating, developing, and maintaining emergency preparedness and response training programs. The role collaborates with internal divisions, state and federal partners, and local stakeholders to ensure a cohesive, multidisciplinary training approach. The Analyst identifies training needs, assists in curriculum development, and helps implement the department’s multiyear preparedness plans. The position also evaluates training effectiveness through assessments, feedback, and performance metrics while maintaining detailed training records. Additional responsibilities include managing multiple training and exercise projects, tracking deliverables, and communicating progress to management. The role requires up to 15% travel for meetings, trainings, workshops, and emergency preparedness activities. In emergency situations, the Analyst may support CDPH Incident Response Teams and assist with response operations outside normal business hours.

Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience supporting the coordination, development, and implementation of emergency preparedness and response training programs
  • Ability to collaborate with internal and external partners, including Cal OES, federal agencies, CDPH programs, and local health jurisdictions, to support training activities
  • Knowledge of emergency management systems, and/or public health emergency response structures and authorities
  • Experience assessing training needs, developing training materials, and assisting subject matter experts with curriculum development
  • Skill in evaluating training effectiveness using assessments, feedback, and performance metrics; ability to maintain accurate training records
  • Knowledge of adult learning methodologies
  • Experience participating in emergency operations, exercises, or Incident Response Teams (IRT)
  • Strong written and verbal communication skills for preparing clear and concise reports and training documentation
  • Ability to travel for meetings, workshops, training programs, and site visits as required (up to 15%)
  • Strong time-management skills and ability to manage multiple projects, timelines, and deliverables, and communicate project status to management
  • Adaptability and flexibility in a fast-paced, evolving environment
