Overview

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan and is responsible for the day-to-day administrative and management operations of the Branch. The Manager II plans, organizes, and evaluates the work of a multi-disciplinary professional, technical, and support staff including direct supervisions of two Supervisor IIs and one Health Program Specialist II. The Branch Chief leads the development and implementation of programs policies, priorities, and long-term strategies, ensuring alignment with Department, Statewide and Federal public health objectives.

Ensures effective coordination across OA Branches and with local, State, and Federal partners to advance consistent, equitable, and data-driven HIV care services throughout California. The incumbent exercises a high degree of independent judgment, provides authoritative guidance on complex program and policy issues, and oversees Branch-level fiscal, operational, and personnel management activities.

The incumbent works under the general direction of the Office of AIDS (OA) Office Chief.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The Office of AIDS (OA) is an office within the California Department of Public Health, Center for Infectious Diseases, Division of HIV, HCV, and STIs. The HIV Care Branch, within OA, has responsibility for programs related to the delivery of care, treatment, and support services for people living with HIV/AIDS. Programs are designed to provide an effective and comprehensive continuum of care to underserved individuals.

Key Responsibilities
Oversee strategic management and coordination of the Care Program Section and Special Programs Section to ensure alignment with OA goals and statewide HIV care priorities.
Plan, organize, assign, and direct Branch staff work; integrate Branch activities with state, federal, and local public health agencies and HIV stakeholders.
Collaborate with ADAP, Care Evaluation and Informatics, and Surveillance Branches to ensure programs are data‑driven and optimized to support viral suppression efforts across California.
Direct and oversee analysis of laws, regulations, legislation, and federal guidance; ensure Branch compliance and identify necessary policy changes or program redesigns.
Advise the Office Chief on policy implications of proposed legislation and regulatory changes; prepare policy recommendations supporting statewide HIV care and housing objectives.
Provide technical assistance and authoritative program interpretation to legislators, oversight agencies, and departmental staff.
Manage executive fiscal operations for the Branch, including budget planning, expenditure monitoring, multi‑fund management, and resource allocation.
Develop and review Branch budgets, BCPs, fiscal analyses, and funding applications to support program growth and operational needs.
Conduct workforce and resource‑utilization analyses; oversee staffing, recruitment, performance management, training, coaching, and personnel actions.
Establish and maintain workflows, internal controls, performance measures, and accountability systems to ensure efficient Branch operations.
Represent the Branch at meetings, conferences, stakeholder forums, and interagency workgroups; ensure consistent messaging and alignment with statewide HIV care priorities.
Resolve complex and high‑visibility issues related to HIV program implementation, funding, stakeholder concerns, and service delivery challenges.
Build and strengthen collaborative relationships with internal and external partners to advance equity and responsive HIV care services.
Oversee preparation and approval of reports, guidance documents, policy papers, and funding materials; ensure accuracy and alignment with Branch direction.
Provide authoritative program information to media, community organizations, government bodies, and CDPH leadership, in coordination with CDPH communications processes.
