Overview

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by working as an Analyst II as the Lean Transformation Analyst by maintaining a proactive culture of continuous quality improvement, engaging staff at all levels, and leveraging data and technology to enhance services.

The Lean Transformation Analyst will actively promote and support Lean Transformation across CDPH while employing Lean & Continuous Improvement tools and behaviors to support teams in efforts to observe and analyze complex problems in all areas of CDPH, test improvements, and implement associated improvements to eliminate waste, enhance customer service, and increase program impact.

The incumbent works under the direction of the Supervisor I of the Lean Capability Building Section Manager, the Lean Transformation Analyst II will work independently, within a team environment, and collaborate on efforts to ensure that OPP supports the development of sustainable organizational capacity in CDPH to deliver high value public health services to the people of California.

The mission of the Office of Policy and Planning (OPP) is to advance transformative policy and systems change that will promote state and community health improvement through prevention, equity, and collective action. The OPP promotes public health policy priorities and supports CDPH capabilities for community health improvement, policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Knowledge and experience with California state administrative processes.
