Overview
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by organizing, planning, coordinating, and directing the activities of two Sup I’s engaged in policy development, special projects, and related support for the Center.
The Supervisor II possesses a thorough knowledge of the licensing and certification process, state and federal regulations, and division/departmental policies and procedures, (e.g., Health and Safety Code, Government Code, Welfare and Institutions Code, Code of Federal Regulations, Business and Professions Code, Federal Register, State Operations Manual, Title 22 of the California Code of Regulations Division 5, and the Center Policy and Procedure Manual).
This position provides oversight for the units responsible for analyizing legislation affecting the facilities, entities and professionals licensed and certified by the Center for Health Care Quality and implementation activities associated with newly passed legislation.
The incumbent works under the general direction of the Manager II.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

• Demonstrated knowledge of the state legislative process, including bill analysis, bill tracking, committee hearings, and legislative deadlines.
• Experience analyzing proposed legislation, regulations, and public policy to assess operational, fiscal, and programmatic impacts.
• Experience developing legislative analyses, bill summaries, issue papers, briefing materials, and executive correspondence for senior leadership.
• Demonstrated success leading complex, high-priority projects involving multiple divisions, departments, or external partners.
• Strong understanding of policy development, strategic planning, and organizational change management.
• Experience collaborating with executive leadership, control agencies, legislative staff, local governments, advocacy organizations, and other stakeholders.
• Strong understanding of policy development, strategic planning, and organizational change management.
• Experience supervising professional staff, including assigning work, evaluating performance, coaching, and fostering employee development.
