This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by fulfilling administrative functions to promote equitable social, economic, and environmental conditions to achieve optimal health, mental health, and well-being for all.
The Climate Change and Health Equity (CCHE) Branch embeds health and equity in California climate planning and policy and embeds climate change and equity in public health planning and policy. The CCHE Branch works across agencies to integrate health equity into California’s climate change policies, plans, and investments; increases the capacity of health departments, Tribes, and communities to address climate change and health equity; and provides data, research, and tools to identify, prevent, and reduce the health effects of climate change and maximize the health and racial equity benefits of climate action.

Key Responsibilities
• Coordinate and process procurements, including contracts, purchase orders, service orders, grants, and interagency agreements.
• Work with AOS and PSD to determine procurement types, complete required forms, and ensure accuracy and compliance.
• Prepare and track encumbrances, monitor balances, and process disencumbrances.
• Review program documents for required compliance checks (small business/DVBE, FTB status, Executive Orders).
• Obtain vendor quotes, prepare waivers, and assist in developing budgets and scopes of work.
• Lead program-side development of RFPs, RFQs, RFOs, IFBs, and related procurement documents.
• Enter procurement documents into CAPS and maintain accurate tracking.
• Analyze program procurement needs and provide recommendations to management.
• Develop, monitor, and reconcile State and federal budgets; track expenditures and prepare financial reports.
• Forecast expenditures, evaluate fiscal impacts, and provide guidance on budget issues.
• Prepare and support Budget Change Proposals, including position costing.
• Coordinate with fiscal units to ensure accurate federal reporting and timely invoice processing.
• Conduct year‑end fiscal activities and ensure compliance with financial requirements.
• Manage administrative operations, including scheduling, meeting coordination, and event planning.
• Prepare agendas, materials, minutes, and action items; track assignments and deadlines.
• Set up and support virtual and hybrid meetings using platforms such as Teams and Zoom.
• Ensure smooth meeting logistics, including audio/visual readiness and participant coordination.
Qualifications
• Experience with State procurement processes, including contracts, service orders, RFPs/RFQs/RFOs, purchase orders, and grants.
• Strong understanding of State contracting rules, the State Contracting Manual, Public Contract Code, Government Code, and compliance requirements.
• Ability to develop, monitor, and reconcile State and federal budgets; experience with expenditure tracking and financial reporting.
• Experience preparing or supporting Budget Change Proposals (BCPs), position costing, and fiscal forecasting.
• Strong analytical skills with the ability to interpret complex administrative, fiscal, and policy information.
• Excellent organizational skills and ability to manage multiple priorities, deadlines, and projects.
• Proficiency with Microsoft Excel, Word, Teams, and other tools used for fiscal tracking and project coordination.
• Strong communication skills, including the ability to prepare clear reports, meeting materials, and correspondence.
• Experience coordinating meetings, virtual platforms, and multi‑party scheduling.
• Ability to work collaboratively with internal and external partners, including fiscal units, procurement staff, and program managers.
• Demonstrated initiative, attention to detail, and ability to work independently.
