Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by performing challenging and complex duties involved in the planning, development, coordination, implementation, and programmatic aspects of the Childhood Drowning Data Collection Pilot Program and assisting with the Kids’ Plates Program. The incumbent works under the general direction of the Health Program Manager II (HPM II), Chief of the Injury Prevention Program Section with the Injury and Violence Prevention Branch (IVPB). The Health Education Consultant III, Specialist (HEC III) operates with a high degree of independence and functions as a non-supervisory and highly skilled technical expert and statewide consultant.

The three-year Childhood Drowning Data Collection Pilot Program mandated by Senate Bill 855 (Chapter 817, Statutes of 2022) will address the shortcomings to the existing data systems on childhood drowning by establishing a childhood drowning data system, which will be used to inform a coordinated, data-driven state plan for childhood drowning prevention. The HEC III is responsible to support this project by building an advisory group and facilitating meetings, research on educational, environmental, and engineering best practices for drowning prevention, draft and publish reports for the legislature and developing a statewide action plan.

IVPB oversees and administers the amount appropriated by the Childrens Health and Safety Fund to CDPH for unintentional injury prevention in the form of the Kids’ Plates Program. Legislation passed in 1992 supports local assistance funding across several injury areas. The HEC III will assist in coordinating a Request for Applications for local assistance funding, statewide and local technical assistance including webinars, development, and review of local assistance progress reports, develop educational materials and social marketing components and may write bill analysis and Budget Change Proposals as needed.

Minimal in-state and out-of-state travel (5%), with overnight stays as needed, is required to conduct site visits or participate in off-site meetings.

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
