Job Description
Position Summary:
As a member of the Canton City Public Health management team, this position provides leadership, oversight and program management for the Laboratory Division.  This may include, but is not limited to, clinical testing and assurance activities in compliance with Federal and Ohio Department of Health Clinical Laboratory Improvement Amendments (CLIA), drinking water testing in compliance with the Ohio Environmental Protection Agency (OEPA), food testing conforming to the current edition of Standard Methods, and examining air samples for common pollen and fungi.  Additionally, this position plans, supervises, coordinates and directs the Lab Division and the implementation of its obligations, and oversees the funding and establishment of existing and new programming in the Lab service area.

Essential Duties and Responsibilities:

Division Leadership
• Manage laboratory personnel. This includes planning and directing daily tasks; staff scheduling; conducting career development; ensuring personnel are adequately trained to perform their tasks; ensuring that laboratory staff meet all proficiency, survey, and analytical performance requirements; involvement in the recruitment of laboratory staff; overseeing and assisting laboratory personnel during laboratory procedures, analysis, quality control procedures, and laboratory maintenance.
• Supervise, train, or direct visitors engaged in laboratory testing.
• Maintain fiscal oversight of laboratory operations. This includes determining capital expenditures, equipment and instrument needs, expendable supply needs, and service and repair needs during any given operational period. Standing and/or maintained purchase orders need to be tracked and renewed as necessary. Maintaining equipment and supply inventories so that laboratory operations may be maintained. Managing staffing levels within budgetary constraints.
• Research, identify, apply for, and solicit new funding opportunities.
• Research, identify, apply for, and solicit new technologies and programming.
• Understand and maintain confidentiality of client medical information as required by HIPAA and other directives and regulations.
• Remain current on regulations, standards, training, and procedures so that the laboratory maintains all necessary certifications and registrations; adequately prepared for all surveys and inspections.
• Maintain all necessary and requisite professional registrations and credentials.
• Supervise, train, or direct lab assistants, medical and clinical laboratory technicians or technologists, or other laboratory workers and visitors engaged in laboratory testing.
• Create and deliver public health education and information to various audiences

Provides Coverage for Laboratory Services as needed based on Staffing Levels:
• Conduct analysis of body fluids, including blood, urine, oral, urethral, rectal, and vaginal samples to determine presence of normal or abnormal components.
• Identify and quantify pollen and fungi using a pollen sampler.
• Conduct standardized microbiological tests and laboratory analyses to evaluate the quantity or quality of substances gathered from the public or from partnering divisions and departments.
• Operate, set-up, clean, calibrate, or maintain equipment, such as rotator, centrifuge, incubators, refrigerators, microscopes, gene amplification system, conductivity, pH meter, deionized water system and autoclaves.
• Cultivate, isolate, or assist in identifying microbial organisms or perform various tests on these microorganisms.
• Measure or weigh and prepare compounds and solutions for use in testing.
• Enter data into paper and electronic reporting systems accurately and timely.
• Evaluate and recommend modifications to policies, procedures, techniques, or tests used in the analysis of specimens.
• Analyze laboratory findings through multiple quality control/assurance activities to check the accuracy and validity of the results.
• Perform pre, post and analytic quality assurance activities.
• Participate in and maintain and organize departmental proficiency testing results.
• Complete electronic monthly report.
• Monitor Laboratory work to ensure compliance with set standards.

Department Management
• Participate on the department leadership team and contribute to decisions on department issues.
• Develop, review, approve, and implement department policies.
• Participate in and support department strategic planning and Public Health Accreditation activities.

Other Duties and Responsibilities:
• Manage time and accounting efforts: This includes recording of work activities utilizing current electronic management systems.
• Participate in departmental wide activities, such as accreditation team member, support functions in response to public health emergencies as directed by the Health Commissioner and all staff trainings and meetings.

Minimum Qualifications and credentials:    The following must be acquired and maintained prior to initial hire:
• Graduated from an accredited collegiate program with a bachelor’s of science degree in a chemical, physical or biological science or medical technology.
• Two years of employed experience in a laboratory.
• Must be computer proficient and able to work efficiently in a heavily computerized PC environment using various Microsoft Office programs and database applications, including web-based collaboration tools, email, Excel, Word and Electronic Medical Records.
• Must have a valid driver’s license.

The following must be acquired and maintained. These credentials are not required upon initial hire but must be acquired after hiring within six months.  Training will be provided for all of these credentials.
• Packaging and Shipping Category B Substances
• Current version of Federal Emergency Management Institute Courses
• Blood Borne Pathogen
• HIPAA Compliance

Work environment:
The Laboratory Manager must be able to be physically present in the laboratory during their assigned work schedule, which may occasionally include nights and/or weekends.  They must be able to perform duties and procedures which may require standing or sitting for prolonged periods, including working at a microscope bench. Personal protective equipment must be worn to prevent exposure from hazards.  Conditions include normal ambient temperature, humidity, noise, and lighting which prevail in a laboratory environment.  They need to be able to lift and transfer articles weighing up to 25 pounds.  The person must be able to perceive and manipulate objects and demarcations smaller than 1/16 of an inch; and be able to distinguish colors.  They must have sufficient manual dexterity to utilize a computer mouse, keyboard, monitor, and associated peripherals. Interruptions from phones, visitors, and co-workers are a frequent occurrence. They must be able to operate a motor vehicle and use it to attend meetings, training, and to collect or drop-off specimens and samples from off-site locations when necessary. They may be exposed to animal euthanasia for public health testing purposes (typically dispatching bats). They must be able to work in both an independent and/or team environment.

IMPORTANT NOTICE TO MILITARY MEMBERS
