This position is responsible for and performs high-level professional, leadership, and management duties in the planning, directing, and evaluation. Oversees and leads business strategies and plans for administrative and business operations, ensuring operations are managed and performing efficiently and effectively and align with strategic goals. Exercises independent judgment and initiative; operates with a high degree of discretion and confidentiality. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Essential Duties/Responsibilities
Responsible for overall direction and strategic planning for business operations. Leads in formulating, implementing, and evaluating business plans/strategies for administrative, workforce, and business operations. Advises leadership in matters concerning program objectives, program concerns, emerging issues, trends, and service needs and gaps.
Develops and implements departmental goals, plans, and standards consistent with the administrative, legal, and ethical requirements/objectives of the organization in accordance with the Strategic Plan and mission, vision, and values.
Directs and evaluates departmental operations. Plans and monitors staffing activities; sets priorities for assigned areas of responsibility, ensuring alignment with strategic goals. Conducts performance evaluations and empowers staff by providing leadership and motivating employees to achieve optimum productivity; participates in the hiring and disciplinary process. Determines ongoing training needs and ensures proper training and cross-training is provided.
Leads, develops, and implements policies and procedures, improving day-to-day operations.
Communicates and explains new directives, policies, and procedures to leadership and staff. Leads information-sharing and skill-building with staff. Acts as liaison between leadership and staff, providing pertinent and timely information.
Participates in the preparation, implementation, and evaluation of departmental budgets, and ensures that the department operates in compliance with allocated funding. Participates in fiscal oversight of budgets for the agency; provides budgetary subject matter expertise, including projections and recommendations related to programs and projects, staff allocations, and contract budgets. In collaboration with the executive team, identifies, monitors, and evaluates grant and additional funding opportunities. Generates and processes financial documents.
Serves as the central point of contact and as a liaison to other El Paso County departments, which may include Human Resources, Finance, Payroll, Budget, and Procurement. Communicates pertinent information from each to leadership and staff.
Oversees the coordination and facilitation of the initiatives of applicable boards and commissions, including recording secretary, preparation of agendas, meeting materials, and recording of minutes and files.
Participates in and directs aspects of internal and external audits; maintains a high level of proficiency in research and analytical skills.
Directs and manages special projects involving collaboration among various programs, including developing, planning, and coordinating presentations and disseminating information. Develops and implements evaluation tools and metric components to measure project success and timeline completion.
Initiates, directs, and/or completes complex administrative assignments and projects. Oversees the development, administration, maintenance, and communication of policies, procedures, standards, manuals, flyers, and tools to ensure efficient and effective operation of programs. Provides policy and procedure guidance to staff.
Maintains oversight of the procurement process for contracts, memorandums of understanding, and other legal agreements; ensures programs follow appropriate steps and provide documentation during the procurement process. Ensures contract compliance and conducts final review prior to submitting for approval.
Directs and coordinates events from planning to implementation. Assists in preparing remarks and presentations for events.
Supports and provides information as needed for Colorado Open Records Act (CORA) and other information requests and phone calls; responds in a timely manner.
Performs other duties as required.
Required Education & Experience
Bachelor’s degree with major coursework in business administration, public administration, management, communications, or related field.
Five years of progressively responsible experience in business/office management, or other related field; five years of the required experience must be at a managerial level with supervisory responsibilities.
Demonstrated experience in the administration and implementation of programs, including developing strategic plans, work plans, budgets, and project management.
Preferred Education & Experience
Master’s degree from an accredited college or university with major coursework in business administration, public administration, management, communications, or related field.
