Hiring Range: $80,000.00 – $98,000.00 annually

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change.

Responsible for the planning, implementation, and daily operations of assigned functional areas within El Paso County Public Health (EPCPH). Assists with developing and monitoring the program budget; collaborates and works closely with other programs and community agencies. Conducts supervisory and administrative duties. May be assigned to the Communicable Disease, Vital Records, Immunizations, Tuberculosis (TB), or Laboratory program. This position may be subject to grant funding.

Essential Duties/Responsibilities
Manages and oversees daily operations of assigned program. Responsible for the planning, evaluation, and development of assigned areas.
Participates in establishing and implementing policies, procedures, training, and standards for efficient and effective program operation and maintenance. Monitors progress and directs changes in priorities as needed.
Supervises assigned staff; provides guidance, training, mentorship, and feedback. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process. Provides oversight of training, identifies training and workforce development needs, and facilitates staff educational and training activities.
Participates in developing, managing, and maintaining program area budget. Assists in preparing budget documents for local and state agencies. Assists in establishing program priorities, budget needs, and final budget approval. Performs needs analysis, directs the purchasing of supplies, and assists with the negotiation of contracts and policies in coordination with CDPHE.
Adheres to and implements local policies and procedures in support of all laws, regulations, and guidelines governing the program.
Ensures data and documentation are entered into appropriate databases and systems; ensures staff are utilizing the records and databases appropriately. Maintains records, files, data collection, and prepares correspondence.
Oversees quality assurance activities; reviews and updates the quality assurance manual.
Works in collaboration with other programs and community partners to provide services and information.
Provides education and program area expertise to staff, individuals, groups, and health care providers, including best practices.
Responds to inquiries from the public, community partners, and providers, including assisting with requests for media interviews and presentations.
Articulates the mission of Public Health and develops partnerships to accomplish Agency goals. Interprets rules and regulations for sub-groups in the community.
Promotes public health within the community.
Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.
Performs other duties as required.

Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.

Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.

Qualifications
Knowledge, Skills & Abilities

Extensive knowledge of public health principles and practices. Knowledge of program-specific regulations, laws, and statutes.
Based on the area of assignment, working knowledge of principles of collective impact, community organizations, public health clinic operations and services, outreach activities resources, interviewing, principles of preventive health care, and proper use of medical terminology.
Based on the area of assignment, knowledge of modern theories and practices of public health nursing, professional nursing methods, and techniques, as well as methods and techniques used to obtain and report medical information to the public.
Knowledge of budget development, bookkeeping, and accounting principles and procedures.
Knowledge and understanding of agency policies and procedures.
Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.

Required Education & Experience

Bachelor’s degree in public health, nursing, biology, or related field.
Three years of public health, community health, or related experience.
One year of direct supervisory or demonstrated leadership experience.
Tuberculosis (TB) program:Bachelor’s degree in Nursing (BSN).
Three years of nursing experience, including two years of public health experience, community health experience, or related setting.
One year of supervisory or demonstrated leadership experience.

Preferred Education & Experience

Master’s degree in public health or related field.
Tuberculosis (TB) program:

Master’s degree in Nursing (MSN) or Master’s degree in Public Health (MPH).
Infectious disease, tuberculous nursing, or experience in a related field.

Licenses/CertificatesMust possess and maintain a valid driver’s license.
Valid CPR Certification.
If a nurse, must have current Registered Nurse licensure to practice in the State of Colorado; nurses with compact licensure must meet all licensure requirements set forth by the Colorado Board of Nursing within ninety days of employment.
Tuberculosis (TB) program:Must have current Registered Nurse licensure to practice in the State of Colorado; nurses with compact licensure must meet all licensure requirements set forth by the Colorado Board of Nursing within ninety days of employment.
Vital Records Program:Must successfully complete COVIS training modules released by the State Vital Records office with a passing grade of 95% or better within four months of employment.
Must obtain and maintain Chief Deputy Registrar appointment from the Colorado Vital Records Registrar.

Pre-Employment RequirementsMust pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions
Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs. Some travel may be required; work may be assigned in various locations. Work environment may be noisy and include potential exposure to second-hand smoke, infections, blood, and contagious diseases; potential exposure hazards, including, but not limited to, electrical, chemical, and biological. Ability and willingness to respond to sensitive situations twenty-four hours a day, seven days a week. May be required to rotate on-call duty including days, nights, and weekends. Based on program assignment, may be required to safely lift and carry up to 25 pounds and bend at waist or knees to get down to child’s level. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty days of hire date.

El Paso County Public Health is based in Colorado Springs, Colorado and serves the estimated 735,822 residents of El Paso County and visitors.
