Hiring Range: $64,000.00 – $67,500.00 Annually
This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.
This position is responsible for leading program area initiatives and activities and developing and strengthening strategic partnerships that promote programs and initiatives with internal and external stakeholders and funders. Responsible for developing and implementing the program work plan and for monitoring and reporting progress and outcomes. Works in collaboration with internal programs, other agencies, community groups, and residents to improve public health outcomes. This position is subject to grant funding.
Essential Duties/Responsibilities
Conducts assessment and gap analysis for the program area. Develops and implements the program work plan and works with key stakeholders to advance goals and strategies identified by El Paso County Public Health (EPCPH) and internal/external stakeholders. Develops strong working relationships and provides education and information to partner organizations to implement strategies, policies, and procedures.
Responsible for convening and facilitating a multi-agency workgroup and steering committee. Oversees workgroup and steering committee, including responsibility for monitoring and reporting on partner progress towards objectives and ensuring the workgroup continually makes progress toward community action plan goals.
Leads collaborative efforts to support and advance work in identified priority areas. Researches, identifies, and implements evidence-based interventions, policies, and best practices. Provides education to partners and collaborates with partners to ensure evidence-based interventions, policies, and best practices are implemented in line with the program work plan.
Develops reports, plans, maps, and position papers related to the program area. Identifies and works with local planning agencies to address challenges or concerns.
Maintains consistent communication channels with EPCPH leadership, external partners, and program or Public Health staff.
Participates in statewide efforts to implement the program work plan. Reviews cases or information with partnering organizations, analyzes and collects information related to cases, and utilizes information to develop best practices.
Applies a public health approach to research and identify trends and patterns to identify, recommend, and implement prevention strategies and additional innovative strategies.
Represents EPCPH on community committees, coalitions, and groups. In consultation with EPCPH leadership, makes decisions about EPCPH’s ability to commit to technical assistance or other resources for community projects.
Responsible for creating data-driven annual work plans for the program area in collaboration with EPCPH leadership and stakeholders. Responsible for providing data and information related to the impact of the work plan.
Provides expertise related to a variety of public health priorities.
Responsible for overseeing program budget; establishes program priorities and budget needs.
Develops and maintains relationships with core members of program area efforts to ensure cohesion and involvement.
Coordinates and prepares evaluation reports, including recommendations for improvement to the executive team and managers. Maintains records, data, and forms related to the program area.
Participates in departmental emergency planning, training, and response activities.
Promotes public health within the community.
Takes personal responsibility to provide exceptional internal and external customer service to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.
Performs other duties as required.
Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Required Education & Experience
Bachelor’s degree in a related field.
Three years of experience working in public health, community health, health education, or related field.
Associate’s degree in a related field may substitute for one year of the required experience.
Bachelor’s degree in a related field may substitute for two years of the required experience.
One year of community facilitation or project leadership experience.
Licenses/Certificates:Must possess and maintain a valid driver’s license.
If a nurse, must have current Registered Nurse licensure to practice in the State of Colorado; nurses with compact licensure must meet all licensure requirements set forth by the Colorado Board of Nursing within ninety days of employment.
Pre-Employment RequirementsMust pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions
Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some travel may be required. Some evening and weekend work may be required. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty days of hire date.

El Paso County Public Health is based in Colorado Springs, Colorado and serves the estimated 735,822 residents of El Paso County and visitors.
