Responsibilities

The Bureau of Surveillance and Data Systems (BSDS) is responsible for the management and oversight of several DOH mission critical surveillance systems including the New York State Immunization Information System (NYSIIS) and Electronic Clinical Laboratory Reporting System (ECLRS), Communicable Disease Electronic Surveillance System (CDESS), the Electronic Syndromic Surveillance System (ESSS), and the Outbreak Management Solution (OMS). BSDS has oversight of the design, development, implementation, maintenance, enhancement, and training related to the mentioned systems, and all aspects of electronic surveillance data for over 60 reportable communicable diseases and emergency communicable disease events to ensure statewide compliance with reporting and tracking for reportable and emerging disease threats.

The Program Research Specialist II will be located within the BSDS and will work directly with the Emerging Infectious Program (EIP) to perform enhanced informatic needs related to EIP Data Modernization grant deliverables. This position will support and augment ELR reporting from clinical and hospital laboratories enrolled in and submitting communicable disease data through the Electronic Clinical Laboratory Reporting System (ECLRS). The incumbent will have responsibilities related to helping with data collection to ensure ELR data flows from ECLRS and into the Communicable Disease Electronic Surveillance System (CDESS), the statewide surveillance registry, without error. This includes assisting with data analysis to assist in support of data cleaning with for influenza, Respiratory Syncytial Virus, and COVID-19 where the automated processes are not able to clearly identify. Specific duties will include: perform laboratory data reviews and data analysis which includes data cleaning efforts ensuring that cases are properly routed as per SOPs; ensuring that incoming clinical data is being reported to DOH data systems in an accurate, timely, and complete manner; providing technical assistance to program staff and external partners on case creation, data analysis/cleaning/management, and access to systems; and contribute to conducting research and analysis including creating reports on data quality issues.

Minimum Qualifications

Bachelor’s degree in Public Health, Epidemiology, Health Informatics, Statistics or a related field and two years of research experience in the collection and analysis of data; OR an Associate’s degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Master’s degree in Public Health, Epidemiology, Health Informatics, Statistics or related field and two years of experience in public health surveillance and data analysis. Experience with addressing data quality issues with health data, preparing reports or analyzing data.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
