Responsibilities
The Assistant Director, Bureau of HIV/AIDS Epidemiology will assist in the direction of all aspects of programming including planning, design and implementation; assist in the direction of the development, implementation and evaluation of policies, goals, quality assurance mechanisms related to the conduct of HIV surveillance in New York State. The incumbent will assist in the direction and provide daily oversight of the Bureau’s administrative, personnel, and fiscal operations. This includes direct and/or indirect supervision of Bureau employees; guidance, expertise, and management of all program activities and resources; oversight of confidentiality and security requirements. The Assistant Director will also serve as a key point of contact and liaison to other DOH programs, State agencies, local health units, and external HIV surveillance partners in New York City Department of Health and Mental Hygiene and other HIV/AIDS programs nationwide, including the Centers for Disease Control and Prevention and other external stakeholders.
Minimum Qualifications
A Bachelor’s degree in a related field and five years of experience in the direction and/or management of a public health, health/human services, health regulatory program or community-based services organization; OR an Associate’s degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation; program planning, design, implementation and/or evaluation; and allocation of resources. At least three years of experience must have included supervision of staff and program management. A Master’s degree may substitute for one year of experience in the direction and/or management of a public health, health/human services, health regulatory program or community-based services organization.
Preferred Qualifications
At least five years of experience with program management of HIV or other public health program areas. Familiarity with HIV or other public health related policy issues. At least five years of experience with management of public health staff or government employees in a collective bargaining employment setting or closely related setting. Experience with project management, with a focus on establishment of quality standards, results tracking, and evaluating outcomes.
Conditions of Employment
Management/Confidential position. Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
Travel, up to 25% of the time, will be required.
This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
This position may require occasional work on weekends, after-hours, and holidays.
