Responsibilities
Health Research, Inc. is seeking a Database Manager to work within the Bureau of Chronic Disease Evaluation and Research. The incumbent will be responsible for monitoring data collection, and performing system administration activities, and providing technical assistance and guidance for databases used by New York State’s cancer prevention and control programs, including the Cancer Services Program, Comprehensive Cancer Control Program, and Colorectal Cancer Control Program. This position is responsible for providing oversight for the training and technical support provided to contractors and Department of Health staff regarding data collection and data entry into the data systems. Tasks include developing and administering training sessions, developing guidance documents, responding to technical assistance requests, and generating data quality assurance reports. The incumbent will also be responsible for working with various contracted database vendors and other staff to facilitate and document database maintenance and changes, ensuring data reporting needs are met and well communicated, in accordance with evolving screening guidelines and program goals for pursuit of health equity in populations served. The incumbent will also supervise staff.
Minimum Qualifications
Bachelor’s degree in a related field and three years of database management experience or closely related experience; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. A Master’s degree in a related field may substitute for one year of such experience.
Preferred Qualifications
A Master’s degree in public health, statistics, or a related field. Experience using health system client/patient databases (including electronic health records). Experience developing and providing trainings and technical assistance in both 1-on-1 and group settings, in-person and remotely. Experience working with varied groups of partners (health programs, consortiums, clients, clinicians). Experience working with contracted entities or vendors. Experience collecting, analyzing, and reporting data to evaluate health or human service programs. Experience working with Microsoft Excel and statistical analysis software packages (e.g. SAS, SPSS, R, Tableau). Familiarity with concepts of health care quality improvement/health systems improvement. Knowledge of health equity and racial justice principles and practices. Experience analyzing or interpreting data related to social determinants of health and/or health equity. Supervisory experience.
Conditions of Employment
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
Travel, up to 10% of the time, will be required.
This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
