Responsibilities

Health Research, Inc. is seeking an Evaluation Specialist I to work within the Bureau of Chronic Disease Evaluation and Research (BCDER) to support performance measurement and evaluation activities.
The incumbent will:

Collaborate with the project team to develop and maintain a performance measurement system;
Develop and conduct program evaluation projects;
Clean, manage, analyze, and report performance measurement and program evaluation data;
Identify, consolidate, and report data from a variety of PHI grant activities;
Participate in routine meetings with key program and evaluation staff, external partners, and other stakeholders to discuss evaluation processes;
Contribute to program evaluation activities that address the complex needs of the public health workforce and the populations it serves across New York State.;
Perform other appropriate related duties as assigned.
Minimum Qualifications

Bachelor’s degree in Public Health, Epidemiology, Statistics or a related field and two years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associates degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of experience.

Preferred Qualifications

Experience in the design and implementation of program evaluations. Experience utilizing qualitative evaluation methods. Excellent written and oral communications skills. Proficiency in project coordination. Experience using data analysis, database, and statistical software such as SPSS, SAS, or Stata. Demonstrated ability to provide evaluation technical assistance to varied audiences. Experience using computer software packages such as Microsoft Excel and PowerPoint, and Survey Monkey. Ability to work with a varied group of stakeholders. Experience working with disparate populations and associated data.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, 25% of the time, will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.
