Responsibilities
The Healthcare Facility Preparedness Manager will oversee emergency planning and response for healthcare entities and associations throughout New York State (NYS), including but not limited to hospitals, nursing homes, adult care facilities, home care providers, hospice, community health centers, etc. Specific responsibilities will include: overseeing all aspects of planning and response to Hospital Preparedness Program (HPP) federal grant program requirements, to include the development deliverables that meet both grant requirements and Department priorities based on gaps/needs identified during actual events and exercises/drills; supervision of two direct reports; providing recommendations and leading and/or participating in workgroups with appropriate Subject Matter Experts (SME) related to healthcare facility preparedness and response planning efforts and health emergency preparedness coalition activities; participating and coordinating with other SMEs on Department plans and ensuring coordination across Federal, State, and local response and recovery efforts, including, but not limited to: NYSDOH Medical Surge Plans, Healthcare Facility Evacuation Center, etc. Some travel will be required.
Minimum Qualifications
Bachelor’s degree in a related field and four years of relevant experience; OR an Associate’s degree in a related field and six years of relevant experience; OR eight years of relevant experience. A master’s degree in a related field may substitute for one year of experience. At least two years of experience must have included supervision of staff.
Relevant experience required must be in healthcare facility preparedness, disaster preparedness logistics and operations, emergency preparedness and planning and/or response.
Preferred Qualifications
Demonstrated, strong communications, interpersonal public speaking, facilitation and writing skills. Knowledge of multiple software modalities including Microsoft Office Suite and various communication platforms. Knowledge of disaster preparedness and response programs, goals and objectives and/or experience in public health programs. Experience interacting with and providing recommendations to Executive level staff within various levels of government. Knowledge and experience with health emergency preparedness planning initiatives at local, state, and federal levels. Successful completion of ICS 100, 200, 300, 700, 800.
Conditions of Employment
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
The incumbent in this position will be required to travel approximately 25%-50%. A valid driver’s license in good standing will be required for areas where public transportation is unavailable.
This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
This position requires occasional work on weekends, after-hours, and holidays.
