Responsibilities

The Preparedness Training and Exercise Manager will be responsible for the oversight, development, scheduling, conduct and evaluating emergency preparedness training courses and preparedness exercises in collaboration with both Local Health Departments (LHD) and acute/non-acute healthcare partners. The incumbent will also be responsible for the oversight of Federal training and exercise directives to meet performance requirements, enhance knowledge of plans, allow partners to improve their own performance, and identify opportunities to improve capabilities to respond to real events. The incumbent will also be responsible to establish, maintain, and enhance relationships with internal and external preparedness partners to support NYSDOH training and exercise activities. The incumbent will also supervise staff.

 

Minimum Qualifications

Bachelor’s degree in emergency management, public health, public administration or related field and four years of relevant experience; OR an Associate’s degree in a related field and six years of such experience; OR eight years of such experience. At least two years of experience must have included supervision of staff. A Master’s degree in a related field may substitute for one year of experience.

Relevant experience required must be in healthcare facility preparedness, disaster preparedness logistics and operations, emergency preparedness and planning and/or response.

 

Preferred Qualifications

Experience in emergency preparedness, preparedness training, the Homeland Security Exercise and Evaluation Program (HSEEP), program management, public health, healthcare, or related field.  Experience organizing emergency preparedness training programs and exercises including but not limited to Table-Top, Functional, and Full-Scale, especially emergency preparedness training and exercise partners. Knowledgeable and experienced in: Training Needs Analysis and Training Evaluation and Training Program Management and HSEEP. Effective planning and management skills; effective presentation skills; demonstrated, excellent written and verbal communication skills; course completion of FEMA IS 100, 200, 700, 800 and E/G/K 0146.

 

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

The incumbent in this position will be required to travel approximately 25%-50% A valid driver’s license in good standing will be required for areas where public transportation is unavailable.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.

This position requires occasional work on weekends, after-hours, and holidays.
