Main Purpose of Job
The Maryland Department of Health, Office of Population Health Improvement, Office of Healthcare Access and Workforce Development works to enhance the recruitment, retention, and competence of the healthcare workforce in Maryland with the goal of improving accessibility and quality of care for Marylanders by implementing programs to increase the number of health care providers across the state, especially in rural areas of the state, areas considered to have health professional shortages, and/or medically underserved areas/populations.

The Healthcare Workforce Incentive Program Administrator will support the Unit and Office Director in the oversight and administration of a portfolio of healthcare workforce development programs including the federally-funded State Loan Repayment Program, state-funded Maryland Loan Assistance Repayment Programs, Conrad 30 (J-1Visa Waiver) Program, Income Tax Credit for Preceptors in Areas with Health Care Workforce Shortages Programs; federally-administered National Health Service Corps, and other assigned programs.

The position will lead the work of the healthcare workforce incentive coordinator and administrative specialist; and work closely with the healthcare workforce and primary care office health policy analyst to ensure accurate and effective administration of all programs of the Unit. The Administrator will also collaborate with the Office’s Healthcare Workforce Professions and Development Unit; the Maryland State Office of Rural Health who serves as consultant to the incentive programs; and other internal and external stakeholders. This position will serve as lead on proposal development and submission; award management; and meeting the requirements of all grants under the position’s purview.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master’s degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Experience organizing, managing and prioritizing multiple priorities and work projects
Experience handling sensitive and confidential information with discretion
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
