Position Summary
The Public Health Division Director is an executive/senior leadership position in the public health agency responsible for enhancing/supporting the health of the organization’s culture and the well-being of its people by designing, leading and implementing/facilitating strategies that close the gaps between the agency’s people/culture expectations and its reality.
In addition to managing and guiding the day-to-day operations in a division of the department of Public Health, this position is responsible for formulating policies and priorities, providing programmatic and administrative consultation and technical assistance to the Deputy Director and Director of Public Health. The Public Health Division Director is an executive level role, reporting to the Deputy Director of Public Health.
Essential Functions
· Make decisions on the day-to-day operations of the division
· Manage division resources; integrate and coordinate services areas
· Perform strategic planning initiatives
· Develop and implement organizational change to maximize employee adoption of strategic shifts or organizational improvements
· Provide oversight and direction for implementation of programs/services
· Ensure compliance with statutory or regulatory responsibilities and directives
· Review reports submitted by staff members to recommend approval or to suggest changes
· Deliver speeches, write articles, or present information at meetings or conventions to promote services, exchange ideas, or accomplish objectives
· Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals
· Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting businesses or program services
· Serve as liaison between organizations, shareholders, and outside organizations.
· Establish departmental responsibilities and coordinate functions among divisions and worksites
· Ensure compliance with statutory or regulatory responsibilities
· Mecklenburg County Health Department employees: Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes) fire, or power outages, and acts of terrorism.
Minimum Qualifications
Experience:
Minimum of six years of experience plus one year of supervisory experience or completion of an approved supervisory training program.
Education:
Bachelor’s Degree in Public Health or related field.

Licenses and Certifications
Preferred Qualifications
· Master’s Degree preferred in Public Health, Human Resources or closely related field.
· Five years of direct organizational leadership experience to include public health and/or federal grant management.
· Demonstrated leadership competencies in self-awareness, decision-making, utilize quality improvement tools/processes, interpersonal / organizational awareness, ability to integrate performance leadership into strategic development and display characteristics of interpersonal influence.
· Experience actively developing agency culture strategies, develop agency people strategies, lead the development of workforce analytics, and develop and launch an employee experience program and ensure commitment.
· Experience in proposal, design and facilitation of infrastructure changes outline in the 2021-2025 MCPH Business Strategic Plan
· Highly organized: timely responses to decisions and assumes responsibility for decisions made.

· Theory, principles and practices of general and preventive medicine as related to public health administration
· Public health in terms of improvements, new innovations, improved techniques and procedures into specialties that affect public health
· Laws, regulations and policies that impact public health and ability to interpret same
· Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, service provision, organizational developmentand coordination of people and resources
· Principles and processes for providing customer services; this includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
· The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
