PSI/Liberia is leading a consortium to implement the Countywide Sanitation Activity (CWSA), a 5-year, USD 30million USAID award. CWSA is a combination of a complex branded project constituting market-based sanitation and area-wide approaches to sustainably end open defecation and increase access to basic sanitation through 1) Improving sanitation governance, 2) Promoting the adoption of safe sanitation behaviors, 3) Strengthening sanitation markets, and 4) Increasing access to financing for sanitation.

PSI seeks a Deputy Chief of Party/Senior Advsior I, Technical that will lead the implementation and design of cutting-edge technical activities of the CWSA project that are being implemented in a more complex operating environment. Engage with internal and external stakeholders to ensure project deliverables are achieved. Contribute to and may lead internal and external capacity building efforts. An internal and external thought leader in their field.

Furthermore, the candidate will provide senior level oversight to overall project implementation as well as expert technical strategy and oversight to core areas of the project. The person in this position will work with the Chief of Party to provide oversight for overall project implementation, ensuring project deliverables are carried out on time and within budget. Supervise personnel and manage sub-recipient relationships. Ensure the project is led in coordination and collaboration with government officials and other national stakeholders in Liberia. Support alignment of the project with PSI’s global strategic priorities, the platform’s priorities, as well as national and regional priorities, strategies, policies, and interventions. Ensure the project operates with minimal financial, contractual, and reputational risk.

Responsibilities

What You’ll Do

  • Lead and contribute to the development and implementation of the project’s technical activities and strategy, including analyzing evidence to develop and introduce innovative technical approaches. Ensure project(s) technical workplans are completed on time, in budget, and in accordance with PSI quality standards. 25% of Time
    • Support the Chief of Party in overseeing and managing all aspects of project implementation, including project finances, ensure compliance with donor and PSI policies, donor and internal reporting, and sub-award management.
  • Engage with external partners, other departments, and country programs as a subject matter expert. Develop project technical guidance. Represent the project at internal fora and assist in fostering, maintaining, and strengthening strategic partnerships. Provide technical assistance and/or training to build the capacity of project staff and sub-recipients/grantees. Manage other technical advisors and project staff and/or provide coaching and mentoring to staff and sub-recipients/grantees. Time 20%
  • Develop content for publications (e.g., blogs, manuscripts, etc.) as outlined under project deliverables. Oversee and contribute to reporting on program activities, including synthesis of key learnings and dissemination of best practices. Ensure timely project technical reports for management and donors’ decision-making process. 20% of Time
  • Representation at relevant technical working groups, conferences, workshops, and policy-oriented forums. Develop and maintain relationships with external partner organizations and donors, though representation of the project(s), demonstrating technical expertise, capacity, and experience in technical area. 5% of Time
  • Utilize evidence-based tools and innovation to improve project(s) performance and reputation in a specific technical area. Collaborate with Monitoring and Evaluation team to establish monitoring and evaluation frameworks to track project progress, KPIs, and impact measurements. Provide inputs to the project’s program management team for the development of budgets and budget realignments. 30% of Time
    • Ensure project results – support implementation of the learning agenda and analyzing evidence to develop and introduce innovative technical approaches.

Qualifications

What You’ll Bring

  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc, MPP, MPA, MBA)
  • At least 10 years of related experience in managing programs and leading technical activities. Equivalent combination of related education and experience may be substituted.
  • Demonstrated technical expertise in developing and leading the implementation of social marketing and other social behavior change approaches and activities.
  • Ability to contribute to the internal and external body of evidence in relevant technical area.
  • Ability to provide technical assistance internally and externally.
  • Ability to share knowledge internally and externally with communities of practice; represent the project(s) externally.
  • Ability to distill complex technical concepts into strategic goals, objectives, and approaches; demonstrate strategic decision-making.
  • Ability design solutions to complex technical challenges.
  • Ability to manage the execution of complex technical projects or initiatives.
  • Ability to work with teams of technical advisors to achieve technical objectives.
  • Demonstrate flexibility and adaptability.
  • Demonstrate emotional intelligence and ability to collaborate with colleagues.
  • Proficiency in Microsoft 365. Familiarity with a quantitative or qualitative data anylsis program preferred.
  • Exceptional interpersonal and communication skills, both verbal and written. Proficiency in a relevant language other than English preferred.

Salary Ranges:*

PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.

 

Actual base salary compensation will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range below would not be typical in order to allow for potential future salary growth.

 

PSI is offering the following gross annual salary ranges for this position, dependent on candidate location:

  • $82,000 (MINIMUM) – $102,000 (MID-POINT) – $122,000 (MAXIMUM) USD*

*Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.
