THE POSITION
The State of Connecticut, Department of Public Health (DPH), is currently seeking enthusiastic and driven candidates to apply for the position of Health Program Associate to serve in a contract development and management role within the Tobacco Control Program.

This Health Program Associate position will serve as the program lead for coordinating and managing contract development and monitoring for the Tobacco Control Program. The Program is in receipt of Tobacco and Health Trust Fund dollars from the Tobacco Master Settlement Agreement that will be used to fund projects that align with the Centers for Disease Control and Prevention Best Practice Guidelines in the following categories: state and community interventions, mass-reach health communications, cessation interventions, and surveillance and evaluation.

– WORK HOURS: Full-Time, First Shift, 35 Hours per Week

As a Health Program Associate, you will be responsible for, but not limited to, the following duties:     
– Performing a range of Request for Proposal (RFP) duties in such areas as work plan and scope of service specification development using best practice strategies;
– Initiating contracts, includes drafting and negotiating language, and administering and monitoring contract deliverable submissions to ensure compliance with Program mandates and DPH policy;
– Providing technical assistance to DPH Tobacco Control Program contractors;
– Fiscal monitoring of contract budgets;
– Problem solving and data evaluation;
– Utilizing technology for project planning;
– Ensuring Program team and contractor success through support, training, and feedback;
– Assisting in the evaluation of contractor performance to ensure goals and objectives are met;
– Working closely with other Program partners and DPH Community, Family Health and Prevention Branch Programs to ensure success with measurable outcomes; and
– Coordinating with internal and external partners including DPH Fiscal and Grants & Contracts Management staff.

ABOUT US

The Tobacco Control Program within the DPH Chronic Diseases and Injury Prevention Section focuses on four key goals to:

– Prevent initiation of commercial tobacco use among youth and young adults;
– Eliminate exposure to secondhand smoke;
– Promote quitting among adults and youth; and
– Advance health equity by identifying and eliminating commercial tobacco product-related inequities and disparities.

The DPH Chronic Disease Programs promote a safe and healthy Connecticut by establishing opportunities that support healthy living habits through education, early detection, access to care, and chronic disease prevention initiatives.
