Overview

This Syndromic Surveillance Program, Onboarding, and Policy Unit Chief position within the Center for Infectious Diseases (CID), Office of Infectious Disease Preparedness and Response (OIDPR) supports the California Department of Public Health’s (CDPH) mission and strategic planning by supporting the implementation, utilization, maintenance, and operation of the California statewide syndromic surveillance program. The statewide syndromic surveillance program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease control and prevention strategies as well as increased situational awareness for public health response.

The Syndromic Surveillance (SyS) Program, Onboarding, and Policy (POP) Unit Chief supports the California Department of Public Health’s (CDPH) mission and strategic planning by supporting the implementation, utilization, maintenance, and operation of the California statewide syndromic surveillance (CalSyS) program. The CalSyS program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease control and prevention strategies as well as increased situational awareness for public health response.

Under the general direction of the SyS Section Chief, the Health Program Manager I (HPM I) is responsible for the direction, oversight, and operation of the unit, including supervision, recruitment, training, and mentorship for the unit’s team of Health Program Specialists and other lower-level staff. The POP Unit Chief develops goals for the Unit and plans, organizes, prioritizes, directs, monitors, and evaluates work assignments of broad scope and complexity performed by the POP Unit staff. The incumbent ensures public administration functions, including management and supportive staff services such as budget development; personnel oversight; program planning and program evaluation; employee training and development; and governmental policy and procedure affecting departmental research functions. Serves as department-wide subject matter expert (SME) on the CalSyS program in support of local health departments and other partners; provides overall strategic direction on CalSyS program development efforts; identifies and addresses policy and operational issues relevant to analytics, data sharing, and reporting with internal government and external public health stakeholders. The incumbent will coordinate and implement activities related to SyS in partnership with other CDPH Centers, other departments, local health departments, healthcare systems and organizations, healthcare professional groups, and hospital facilities.

Experience managing program budgets, vendor oversight, and approving invoices.
Ability to serve as a program spokesperson and align diverse partners on strategic plans.
Ability to provide strategic direction and management of staff on complex projects and issues related to program, onboarding, and policy.
Commitment to promoting positive culture and employee engagement, providing professional mentorship, and emphasizing employee development and continuous improvement.
Ability to collaborate effectively with management and staff across departments and provide guidance on complex issues of functionality, efficiency, and program operations.
Experience with direct supervisory responsibilities including recruitment, onboarding, oversight, evaluation, and corrective action.
Strongly Preferred: Experience collaborating with state and local governments, preferably in public health.
