Overview
The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.
THE CANDIDATE WILL BE HEADQUARTERED IN THE COUNTY NEAREST THEIR RESIDENCE, INCLUDING BUT NOT LIMITED TO THE FOLLOWING COUNTIES: Los Angeles, Orange, Ventura, Contra Costa, San Francisco, Santa Clara, Sonoma, Butte, Sacramento, Fresno, Kern San Bernardino and San Diego. THE SELECTED INCUMBENT’S RESIDENCE WILL ALSO BE CONSIDERED WHEN DETERMINING ASSIGNMENTS TO HEALTHCARE FACILITIES.

The Health Program Specialist I will:
Serve as the Health Planning and Innovation Specialist (HPI Specialist),
Inform the process to assess, monitor, and report on the health of California,
Facilitate intra- and inter-departmental and local engagement to support integrated population health planning and collective action,
Support the ongoing development and implementation of Let’s Get Healthy California – the State Health Assessment and Improvement Plan (SHA/SHIP) and the complimentary State Health Equity Plan (SHEP), and
Facilitate a variety of tasks related to day-to-day coordination of program activities and administration.

Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience in:Leading and/or supporting program planning and development, coordination, and management for a portfolio of complex projects.
Conducting assessment and engagement activities – including collection and analysis of both qualitative and quantitative information – for use in program and policy planning.
Leading and/or supporting collaborative efforts – including developing, aligning, and implementing projects for collective action across programs – on public health and equity related issues.
Leveraging digital tools and platforms to support engagement and advance programmatic objectives (e.g., MS Teams/Zoom, Websites, Surveys and Forms, Menti/Slido, Mural/Whiteboard, etc.).
Knowledge and understanding of:Health assessment and improvement planning, strategic planning, quality improvement, and change management approaches.
Key public health principles – including health equity, social determinants, and primary prevention.
