The incumbent works under the direction of the Transgender, Gender-Diverse and Intersex Wellness and Health Equity Unit (TGI Unit) Manager, Health Program Manager I, and functions as a subject matter expert in the area of TGI health equity, supports the design and implementation of TGI Unit grant programs, and provides technical assistance, outreach, and education to various health disciplines and community agencies to coordinate services appropriately. The HPS I is a highly skilled technical program consultant expected to provide coordination of activities including program planning, implementation, and evaluation; communications; stakeholder engagement; procurement and solicitations; interpretation of research and data; training; and contract/grant and budget management. Limited in-state travel may be required (10%).

This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Excellent written communications skills.
Strong attention to detail, work both independently and as part of a team.
Perform work accurately and thoroughly to meet deadlines.
Demonstrated ability to manage multiple projects simultaneously.
A background in TGI health and/or gender-affirming care, along with relevant professional experience.
Experience developing and executing culturally responsive and linguistically accessible (including for non-English speaking audiences) program materials and outreach communications plans including the development of web content & organizing internal intranet content.
Experience in state procurement processes, contract management, and application of state rules and regulations, including exercising a high degree of confidentiality.
Ability to build and maintain relationships with diverse stakeholders, including government agencies, community organizations, and the public.
Ability to take initiative and lead projects with minimal supervision.
