Overview

The Hazard Evaluation System and Information Service (HESIS) is a statewide program to identify, evaluate, and provide “early warning” and up-to-date, practical information on toxic chemicals and other workplace hazards. This information and the toxicological, technical, and medical expertise that HESIS provides enable employers, workers, health and safety professionals, and others to take action to make workplaces safer.

HESIS is located in the Occupational Health Branch (OHB) of the California Department of Public Health. OHB devoted to improving worker health and safety through prevention activities. OHB works to prevent injuries and illnesses on the job before they happen. A multidisciplinary team including physicians, industrial hygienists, epidemiologists, and health communication specialists collaborates to identify and evaluate workplace hazards, track patterns of work-related injury and illness, develop training and informational materials, provide technical assistance to others to prevent work-related injury and illness, work with partners to develop safer ways to work, and recommend protective occupational health standards.

candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

Under the general direction of the HESIS Chief, plans and leads epidemiologic research studies, public health investigations, and statistical evaluations related to chemical and other workplace hazards and health effects pertinent to California’s workforce. The RS III coordinates with the HESIS Chief and other HESIS staff to set priorities and works independently on the development of study protocols. Gathers, analyzes, and interprets data from multiple existing sources, such as the California Electronic Death Registry System, the California Cancer Registry, Workers’ Compensation Information System, OSHA databases, and the California Environmental Reporting System. Designs, secures funding for, and conducts studies involving novel data collection when existing data sources are inadequate or non-existent, including writing protocols, developing questionnaires, collecting data, analyzing data, interpreting results, and writing reports. Coordinates with professional staff from outside HESIS and OHB as needed to carry out objectives, which could include federal, state, and local authorities, national professional societies, and academic partners.

Communicates with diverse stakeholder audiences. Develops data visualizations and collaborates with the HESIS Health Education Consultant III to disseminate scientific findings to lay audiences. Prepares and submits articles for publication in scientific peer-reviewed journals. Presents research findings at state and national scientific conferences. Serves on national committees related to occupational public health.

Serves as a subject matter expert. Applies data findings to assist the HESIS Section Chief, RS III (Physical/Engineering Sciences), and Staff Toxicologist in developing health-based recommendations for new or revised occupational health and safety standards and providing technical assistance to the Cal/OSHA Research and Standards Unit. Provides epidemiology/biostatistics advice and consultation on the identification and prevention of health effects from occupational exposure to chemical toxicants for CDPH, Cal/OSHA, and other agencies.
