This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by being responsible for the overall management and workflows of the Prenatal Screening (PNS) Contract and Follow-Up Unit in the Genetic Disease Screening Program (GDSP).

The candidate works under the general direction of the Health Program Manager (HPM) II, Chief of the Prenatal Screening Section. The HPM I reviews and approves Prenatal Diagnostic Center (PDC) invoices, authorizes prenatal follow-up services that need special authorizations, and provides oversight and management of Unit staff responsible for the daily operations of PNS Program follow-up services and the California Genetic Counselor Licensure Program. The HPM I oversees staff working on user identity management for all GDSP applications used by PDC staff in coordination with the HPM I of the PNS Logistics Unit. The incumbent oversees staff responsible for user identity management in all GDSP applications for California-licensed Genetic Counselors. The HPM I has extensive knowledge of PNS Program operations, contracts, protocols, and policies. The position is responsible for supporting the development and implementation of major program expansions, as well as monitoring and updating Genetic Counselor Licensing state regulations and leading PNS collaborative efforts and initiatives, including coordinating meetings and overseeing PNS projects.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Experience in prenatal diagnosis or genetic counseling
A valid California Genetic Counselor License
Strong leadership and supervisory experience
Self-motivated with a positive and professional approach to staff management
Strong verbal and written communication skills
Excellent organizational and planning skills
Experience managing contracts and budgets
Knowledge of communications strategies that will help further organizational goals as well as experience using metrics to monitor success
Capability to simultaneously manage multiple projects with competing deadlines
Strong meeting management skills, both in person and via Web-Ex and/or Zoom platforms
Training in public health, science, health or other related areas
