Overview

The Office of AIDS (OA) is a division within the California Department of Public Health, Center for Infectious Diseases. OA works collaboratively with state and federal agencies, local health jurisdictions, universities, and community-based organizations to ensure that efforts to combat the HIV/AIDS epidemic are targeted and effective.

Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by working collaboratively with state and federal agencies, local health jurisdictions, and community-based organizations to ensure efforts to combat the HIV/AIDS epidemic are targeted and effective by leveraging data and technology to advance goals, inform action and accountability, strengthen the science base of our services, and expand data access for evidence-based decision making.

The candidate works under the direction of the Research Scientist Supervisor (RSS I) (Epi/Bio), Chief of the ADAP Evaluation and Monitoring Section. The Research Scientist III (RS III) Epi/Bio is responsible for conducting program evaluation and research studies of a highly developed scientific scope and complexity, which includes preparing summary statistics and data visualization reports used to inform HIV program decisions, reporting data to funders, and performing all aspects of program research and evaluation. This includes planning evaluation strategies, developing logic models, developing data collection instruments and tools, ensuring cross-programmatic consistency, acting as a liaison between programmatic staff and data system developers, evaluating data for quality, and conducting complex analyses to delineate trends, identify disparities, and assess fidelity of programmatic implementation, and producing reports for program administrators, policymakers, and funders.

The RS III will provide all aspects of data systems and analytic and research support for ADAP-special funded programs, Harm Reduction activities, and Ending the Epidemics (EtE) programs. The RS III will produce reports and present findings to public health experts, program administrators, policymakers, and funders.

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience in program evaluation using SAS, SQL or R in analyzing large, complex datasets. Excellent communication and organizational skills.
