To accomplish its mission, the Maternal, Child and Adolescent Health Division (MCAH) maintains partnerships, contracts, and agreements with state, federal, and local agencies in both public and private sectors. MCAH hosts an array of programs and initiatives to serve the state’s diverse populations and regions providing important resources, information and data about reproductive health, family planning, pregnancy, birth outcomes and more. Most programs and initiatives within MCAH are funded by the 1935 Social Security Act’s Title V Block Grant.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by working on data and evaluation efforts of Maternal, Child and Adolescent Health (MCAH) programs such as Black Infant Health and the Perinatal Equity Initiative, which promote the health and wellness of participating mothers and birthing people, families, and children.

The candidate works under the general direction of the Research Scientist Supervisor II (RSS II) (Social/Behavioral Sciences), Chief of the Adolescent and Perinatal Program Evaluation (APPE) Section. The Research Scientist Supervisor I (RSS I) (Social/Behavioral Sciences) will provide scientific and management oversight to the Perinatal Program Evaluation and Data (PPED) Unit. The PPED Unit conducts data collection, data system management, and data analyses for the purposes of monitoring and evaluation, to determine the reach, fidelity, outputs, outcomes, and impact of health programs including, but not limited to, the Black Infant Health Program (BIH) and the Perinatal Equity Initiative (PEI). The RSS I will support the development of data systems, application of fidelity and performance measures, and the scientific quality of the program evaluation work. Evaluation approaches include equitable and culturally responsive evaluation methods, implementation science principles, and social science literature. The incumbent will present the findings through consultation to departmental management and staff, presentations to public health audiences, fact sheets, government reports, and articles in scientific journals. Up to 5% travel is required for local agency site visits. Visits may be statewide and include overnight stay(s).
