Overview

Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

The Research Data Specialist II (RDS II) will perform independent, complex, and technical quantitative research. Duties include extracting data from various sources, interpreting and summarizing documents & creating analytic working files for use within the Section. The RDS II will also develop statistical measures and reports for dissemination to staff, stakeholders and the public; act as a resource to staff regarding development and implementation of performance measures, benchmarks, the utilization of data management, analytical, and reporting software; develop measures, analytic datasets, pivot tables, reports, and presentations.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Ability to work with diverse staff at various levels in data collection, analysis, validation, and evaluation.
Experience working with state and/or federal data and/or databases
Experience with various data software applications such as, SAS, R package, Python, SQL, advanced Excel, SPSS, STATA, and/or Tableau.
Experience in developing and maintaining Tableau data dashboards and data query tables.
