Overview
The essential functions of the California Department of Public Health (CDPH) are critical to the health and wellbeing of people and communities. CDPH’s fundamental responsibilities are comprehensive in scope and include infectious disease control and prevention, food safety, environmental health, laboratory services, patient safety, emergency preparedness, chronic disease prevention and health promotion, family health, health equity and vital records and statistics.
The Center for Health Care Quality is comprised of five divisions and one office: Field Operations North Division, Field Operations South Division, Licensing and Certification Division, Public Policy & Prevention Divisionand Data and Analytics Division, and Office of Internal Operations, . Responsibilities within the center include monitoring infection rates in hospitals and assisting with strategies to reduce or eliminate outbreaks, regulatory oversight of licensed health care facilities and health care professional and licensing and certifying more than 14,000 health care facilities and agencies in California.
Under the general direction of the Deputy Director, Center for Health Care Quality (CHCQ), this position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing day-to-day supervision and direction to Field Operations South management and staff engaged in investigating complaints and surveying health care facilities to ensure compliance with State and federal laws that protect patient health. The incumbent oversees the Southern California region, which includes district offices in the Los Angeles Region, Inland Empire, and Southern California branches. This position also is responsible for and oversees the Los Angeles County Contract, which includes field operations oversight functions on behalf of the State for facilities and providers that operate in in LA County.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A – Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B – Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C – Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Demonstrated administrative experience, which includes participation in the formulation, operation, and evaluation of program, fiscal, and personnel management
Knowledge of the interrelationships of federal and state public health programs, including funding and program development.
Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch, principles, and trends of public administration, organization and management.
Demonstrated ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff as well as to analyze administrative policies, organization, procedures, and practices.
Experience in establishing effective working relationships with the public, stakeholders, and representatives of all levels of government.
Demonstrated ability to analyze complex program implementation problems and develop effective courses of action to solve them.
Understanding and commitment to the effective implementation of the State and departmental equal employment opportunity policy.
Demonstrated ability to communicate effectively, orally and in writing, with the Deputy Director’s office, Director’s Office, CDPH executives, other state and federal agencies, and CDPH partners.
