This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by leveraging data and technology to enhance services to vulnerable populations and employing Maternal, Child and Adolescent Health (MCAH) surveillance systems for evidence-based decision-making.

The candidate works under the general direction of the Epidemiology, Surveillance, and Federal Reporting Section (ESFR) Chief, Research Scientist Supervisor II, and in accordance with state mandates and reporting requirements specified in Senate Bill (SB) 65, the California Momnibus Act. The Research Scientist III (RS III) provides scientific consultation and analytic support to, and reports on findings of, the SB 65 mandated California Pregnancy-Associated Review Committee (CA-PARC), which is tasked with, among other things, the identification and review of all pregnancy-related deaths. “Pregnancy-related death” is defined as a death while pregnant or within 365 days of the end of pregnancy, irrespective of the duration or site of the pregnancy, from any cause related to, or aggravated by, the pregnancy or its management, but not from accidental or incidental causes. The RS III reports data on Committee-reviewed pregnancy-related deaths, including race/ethnicity, geography, and other factors, as per the mandates of SB 65. The RS III independently designs and conducts complex social and behavioral science investigations to describe trends and disparities in pregnancy outcomes, to enhance the understanding of the burden. The RS III is expected to have extensive experience using Statistical Analysis Software (SAS) to carry out difficult data management and sophisticated statistical analysis. The RS III works in a team environment and is expected to demonstrate leadership and teamwork skills.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
