Overview

The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management.  The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.

The Health Program Specialist II:

Serves as a Health Equity Liaison,
Provides highly skilled consultation and support for the research, development, and application of strategies and tools to advance racial and health equity in organizational policy and program implementation.
In collaboration with the OPP Deputy Director and OPP Leadership, is independently responsible for informing the process to assess, develop and/or revise, implement, and evaluate the OPP equity action plan.
Facilitates the design, implementation, and evaluation of OPP policies and programs to promote equitable policies, and ensure programs are inclusive and trauma responsive.

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience leading collaborative efforts across a range of program, interdepartmental, and local stakeholders.
Excellent facilitation skills, experience fostering dialogue around sensitive issues.
Knowledge and understanding of public health assessment, strategic planning and evaluation approaches; including experience implementing organizational policy and process improvement initiatives.
Experience adapting to changing conditions and priorities to achieve success on critical initiatives.
Knowledge and experience of the broader equity landscape including state and community resources, equity tools, and other resources to address underserved communities.
Passion and commitment to increasing health equity, social justice, and inclusiveness with cultural sensitivity and humility.
