Overview
The Center for Preparedness and Response (CPR) is recruiting two Research Scientist III to join the CPR. The CPR coordinates statewide public health emergency preparedness and response planning for the California Department of Public Health (CDPH) with a primary focus on preparing Californians for public health emergencies.

Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

The candidate works under the general direction of the Program Manager II of the 24/7 Intelligence Section, Program and Response Branch, Center for Preparedness and Response (CPR). The Research Scientist III (RS III) works within the 24/7 Intelligence Section which serves to identify potential and emerging public health threats, provide alert notification to all levels of government as well as critical situational awareness during an emergency or disaster. As part of an interdisciplinary team, the RS III works on study design, data architecture and collection, statistical analyses, and visualization displays to identify potential and emerging public health threats as well as provide critical situational awareness during an emergency or disaster. The RS III will serve as the lead for research and analysis on disaster health data during all phases of emergency management. The RS III within the 24/7 Intelligence Section will establish the focal point for health data for CPR with an emphasis on both real-time data as well as scheduled data pulls to forecast current and future public health threats. The incumbent is expected to be able to rotate through various work schedules including day, swing, and night shifts during active disasters.

Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience in various forms of data management including data architecture/streamlining, aggregation, archiving, and analysis.
Ability to use specialized software including but not limited to: SQL, SAS, R, Power BI, ArcGIS, and Microsoft applications.
Experience with generating visualizations and reports.
Enhanced knowledge of various medical and health disciplines.
Strong and effective verbal and written communication.
Ability to work within fast-paced environment.
Strong critical thinking skills with an emphasis on intelligence disciplines
