Overview
The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by aiding in the advancement of the health and well-being of California’s diverse people and communities by engaging staff and leveraging data and technology to enhance services as a member of the Data Curation and Acquisition Section (DCAS) within the Data Strategy and Governance Division (DSGD).
The Research Data Analyst I (RDA I) employs broad principles of algorithms, data structures, and data management. The incumbent will support DSGD staff in Federal, State, and local initiatives and subject matters; aid in research planning, design, and methodology; apply software applications and coding languages (e.g., SAS, SQL, R, Python, Excel, GIS) on a wide range of CDPH data sets; support CDPH program data analysis efforts across the department; and ensure standards-based approaches to data sharing, information exchange, privacy, and security of public health data and information.

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience conducting technical, economic, policy, or public health research and analysis, particularly involving large datasets or regulatory issues.
Proficiency in data analysis tools and software, such as Excel, SQL, R, SAS, Python, or Tableau, and the ability to apply statistical methods to real-world data problems.
Strong written and verbal communication skills, including the ability to translate complex data findings into clear, concise, and accessible language for diverse audiences.
Demonstrated ability to work independently and collaboratively in a team environment, manage multiple priorities, and meet tight deadlines with minimal supervision.
Experience interpreting and applying laws, regulations, or policies, and presenting findings or recommendations to stakeholders or decision-makers.
Ability to build and maintain effective working relationships with internal staff, external partners, and members of the public in a professional and respectful manner.
Familiarity with data governance principles, data quality assurance, and privacy/confidentiality standards in a public health or government setting is a plus.
