In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 2% in exchange for 3.5 hours of leave credits through June 2027. The MHCC Section Coordinator plays a critical leadership role within the Medical and Health Coordination Center (MHCC), overseeing one of its operational sections. This position ensures the MHCC section’s daily readiness and effectiveness by maintaining situational awareness, leading staff, setting priorities, and ensuring timely completion of deliverables. The MHCC Coordinator serves as a key liaison between internal and external public health and medical stakeholders and supports unified emergency response efforts in collaboration with the CPR 24/7 Intelligence Section.

Lead and coordinate daily operations of an MHCC section, including staffing, planning, and deliverable tracking.
Maintain and update Incident Response Team (IRT) rosters and ensure readiness for emergency activations.
Collaborate with other MHCC Section Coordinators, MHCC leadership, CPR staff, and subject matter experts to develop, implement, and maintain emergency policies and Standard Operating Procedures (SOPs) aligned with CDPH and state emergency frameworks (EOM, EORP, SEMS, ICS, NIMS).
Develop and deliver standardized emergency response training for CPR staff and other CDPH programs, including instruction in ICS, SEMS, and NIMS. Occasional travel is required for training and coordination.
Manage the CPR responder uniform and credentialing program, including inventory, issuance, education, and equipment maintenance.
Coordinate with the Program and Response Branch and the Planning, Recovery, and Evaluation Branch to support cross-functional activities and ensure operational continuity.
Lead MHCC outreach and recruitment efforts for new IRT members.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Demonstrated leadership experience in emergency response or public health operations.
Strong knowledge of emergency management systems including ICS, SEMS, and NIMS.
Experience developing and delivering training programs in a public health or emergency management context.
Excellent communication and coordination skills with internal teams and external stakeholders.
Familiarity with CDPH emergency planning documents and state-level emergency response frameworks.
Ability to manage logistics such as uniforms, credentials, and equipment.
Willingness and ability to travel for meetings, trainings, and emergency response activities.
Perform other job-related duties as required.
